That the Ottawa Police Services Board:
1. Approve the proposed fees outlined in the Fee Structure section of this report.
2. Approve the contract for the Automated Purchase Program (APP) (Annex A).
3. Delegate authority to the Chief of Police to enter into APP contracts with insurance companies.

3. POLICE OFFICERS RECRUITMENT FUND / FONDS DE RECRUTEMENT DE POLICIERS

WHEREAS the Ottawa Police Service has received $700,000 in each of the last five years through the Province as part of the Federal Government’s Police Officers Recruitment Fund (PORF) program; and
WHEREAS the Ottawa Police Service has contributed $300,000 each year for a total of $1 million to support the funding of 10 officers; and
WHEREAS the Federal Government’s commitment to fund PORF will end on March 31, 2013, creating a $700,000 budget pressure for the Ottawa Police Service; and
WHEREAS the termination of the PORF program will cause financial difficulties for many police services in Ontario;
THEREFORE BE IT RESOLVED that the Ottawa Police Services Board write to the Ontario Association of Police Services Boards and the Ontario Ministry of Community Safety & Correctional Services requesting their assistance in lobbying the Federal Government to fully fund the PORF program on a permanent basis.
ATTENDU QUE le Service de police d’Ottawa a reçu 700 000 $ pour chacune des cinq dernières années par l’intermédiaire de la Province dans le cadre du programme du Fonds de recrutement de policiers (FRP) du gouvernement fédéral;
ATTENDU QUE le Service de police d’Ottawa a apporté une contribution de 300 000 $ chaque année pour un total de 1 million de dollars pour soutenir le financement de 10 policiers;
ATTENDU QUE l’engagement du gouvernement fédéral à l’égard du financement du FRP prendra fin le 31 mars 2013, ce qui réduira de 700 000 $ le budget du Service de police d’Ottawa;
ATTENDU QUE la fin du programme du FRP causera des difficultés financières à de nombreux services de police en Ontario;
POUR CES MOTIFS, IL EST RÉSOLU que la Commission de services policiers d’Ottawa écrira à l’Association ontarienne des commissions de services policiers et au ministère de la Sécurité communautaire et des Services correctionnels afin de leur demander de les aider à obtenir du gouvernement fédéral un financement complet et permanent du FRP.

That the Ottawa Police Services Board write to Ontario Premier D. McGuinty, Minister of Community Safety & Correctional Services M. Meilleur, Progressive Conservative Leader T. Hudak, and NDP Leader A. Horwath expressing the need to ensure fiscal responsibility in contract negotiations with the Ontario Provincial Police.

1. Direct staff to prepare the 2013 Draft Operating and Capital Budgets in accordance with a 2.5% tax rate increase).
2. Approve the 2013 Budget Review and Approval Timetable.
