To ensure that these employees can carry out their assigned duties as Special Constables, applications are made to the Ministry of Community Safety and Correctional Services to have them appointed as Special Constables pursuant to Section 53 of the Police Services Act. The Police Services Board appoints the employees as Special Constable upon approval by the Ministry. The appointments are valid until 19 June 2017, or until the appointees are no longer in the employ of OC Transpo (though they can be renewed). Upon termination of their employment, the Ottawa Police Service advises the Ministry to terminate the appointments.
DISCUSSION
The Board is asked to appoint the employees cited above as Special Constables in accordance with the above-noted process. The employees have been hired by OC Transpo in anticipation of being appointed to the Special Constable positions, subject to Board and Ministry approval. They will be performing the responsibilities cited in the Memorandum of Understanding between the Ottawa Police Services Board and the City of Ottawa Transit Services approved by the Board in December 2006.
Approval has been obtained from the Ministry of Community Safety and Correctional Services to have them appointed as Special Constables. Pursuant to Section 53 of the Police Services Act, upon receipt of the Board appointments of their status, the employees will be required to undertake the Oath of Office by the Chief of Police.
OC Transpo Special Constables play an important role in ensuring public safety. The nature of the calls they respond to is indicated below:

Special Constable Status is required in order for employees working with OC Transpo to undertake the full duties and responsibilities assigned to them. They perform an important safety function in the City of Ottawa.
