SUBJECT/OBJET	RESPONSE TO INQUIRY TRC 07-12:  LEGITIMIZING AND REGULATING VARIOUS MODES OF TRANSPORTATION

RECOMMENDATION

That the Ottawa Police Services Board receive this report and forward it to City Councillors for information.

BACKGROUND

Attached at Annex A is an inquiry raised at the City’s Transportation Committee by Councillor Chernushenko, regarding the safe use of alternative modes of transportation on Ottawa roads and sidewalks, such as skateboards, longboards, inline skates, scooters and electric-assisted bicycles.  A response to the inquiry provided by Chief Bordeleau is also contained in Annex A.

The Councillor inquired about what is being done, or can be done, to provide greater clarity regarding the use of alternative modes of transportation and, ideally, to encourage legal, safe and more predictable adoption of these modes of transportation.  The inquiry was referred to the Chief of Police for a response; the City’s Transportation Planning staff also provided a comment.  Both responses are contained in the attached document.  It is being submitted to the Police Services Board before circulation to City Councillors in recognition of the Board’s governance role and policy and priority-setting responsibilities for the Police Service.  Once reviewed by the Board, staff will forward it to City Councillors in accordance with the instructions provided by City staff. 

CONSULTATION

City Transportation Planning staff were consulted and their comments are included in the attached response.

FINANCIAL STATEMENT

Not applicable.

CONCLUSION

The Chief of Police was asked to respond to an inquiry raised by Councillor Chernushenko at a City Transportation Committee meeting.  The Chief’s response is contained in the attached document and will be forwarded to the Councillor and other members of Council following receipt by the Police Services Board.
