·         Correspondence received from the Ottawa Social Housing Network and dated 21 November 2011, in recognition of National Housing Day, to commend the Mayor and Members of City Council for their commitment and leadership in the field of affordable housing.

 

Petitions:

·         Petition received from residents of Cathcart Street, containing 39 signatures, requesting that the City of Ottawa change the parking regulations on Cathcart Street. The petitioners are requesting that the existing 3 hour parking on the North side of Cathcart Street between King Edward and Rose Streets be replaced by 1 hour parking between 7 a.m. and 7 p.m. from Monday to Friday, and that parking be prohibited on the South side of Cathcart Street between King Edward and Rose Streets. Changes are being requested for safety reasons and to prevent the use of the street as a parking lot for external affairs.

COMMITTEE RECOMMENDATIONS

 

That Council approve the following:

 

1.         Award of Zone C1 Solid Waste Curbside Collection and Services Contract No. 01811-91027-T01 to Waste Management (Waterloo, ON) for first year total costs of $6,158,562 (HST not included), subject to annual CPI and growth increases as determined by the contract;

 

2.         Award of Zone C2 Solid Waste Curbside Collection and Services Contract No. 01811-91027-T01 to Miller Waste Systems Inc. (Markham, ON) for first year total cost of $5,998,030 (HST not included), subject to annual CPI and growth increases as determined by the contract;

 

3.         That Form of Tender, Basis of award Section 16.3 of the SOLID WASTE CURBSIDE COLLECTION AND SERVICES tender (RFT #01811-91027-T01) be exercised and award of Zone C4 Solid Waste Curbside Collection and Services Contract No. 01811-91027-T01 to the second lowest bidder, Miller Waste Systems Inc. (Markham, ON), for first year total costs of $5,548,628 (HST not included), subject to annual CPI and growth increases as determined by the contract;

 

4.         Award of Zone C5 Solid Waste Curbside Collection and Services Contract No. 01811-91027-T01 to the City Of Ottawa In-House Group (City of Ottawa, ON) for first year total cost of $5,807,713, which includes the establishment of an additional 39 positions (temporary for the term of contract), subject to annual CPI and growth increases as determined in the contract;

 


5.         Establishment of the annual budget for the City of Ottawa In-House Group, which was awarded the Curbside Collection Zone C3 at the August 25, 2011 Council meeting, based on all terms, conditions and assumptions used to calculate the In-House bids for other zones for the Solid Waste Curbside Collection and Services Contract No. 01811-91027-T01,  which results in Zone 3 first year costs of $5,508,731, which includes the establishment of an additional of 7 positions (temporary for the term of the contract), subject to annual CPI and growth increases as determined in the contract;

 

6.         An increase to the 2012 Capital Budget Authority in project 906332 Solid Waste Fleet Replacement by the amount of $3.5M for a total authority of $3.795M, for the acquisition of 13 new collection vehicles to be funded from the Solid Waste Capital Reserve Fund to be repaid by the Fleet Replacement Reserve Fund, causing no tax pressure in 2012;

 

7.         Delegation of authority to General Manager, Public Works to enter into a purchase or lease agreement, whichever is the most cost efficient, for the Fleet requirements for Zone 5 vehicles, subject to the City Treasurer review and approval; and

 

8.         Requirement for an annual audit of expenditures for works awarded to the City and an annual information report, qualitative and quantitative in nature, relevant to this program and subject to the normal committee process.

 

 

 

3.             Ottawa’s Waste Plan – Phase 1: Vision, Guiding Principles, Goals, Objectives and Targets

1.                  The following vision statement for Ottawa’s Waste Plan:  "By 2042, Ottawa will have room in its municipal landfill because as a community we improved our rates of reducing, reusing and recycling, and managed our assets wisely."

 

2.                  The guiding principles, goals, objectives and targets set out in Document 1, which received broad public support.

That Council approve an amendment to Zoning By law 2008-250 to change the zoning of 245, 247, 2471/2, 249, 261, 263 and 267 Rochester Street and 29 Balsam Street from R4T [497] to R4T[xxx] Sxxx H(12.5) and to change the zoning of 27 Balsam Street from R4H to R4T[xxx] Sxxx H(12.5) to permit infill development as shown in Document 1 and as detailed in Documents 2 and 3, and that Document 2 of Report ACS2011-ICS-PGM-0210 be amended to read as follows:

 

Proposed Changes to the Comprehensive By-law

 

1.                  Change the zoning of the property from R4T[497] and R4H to R4T[xxxx] Sxxx H(12.5) as shown on Document 1.

 

2.                  Section 239 - Urban Exceptions will be amended by adding a new exception with provisions similar in effect to the following:

 

- Include all of the existing provisions of exception 497

- minimum and maximum yard setbacks are as per schedule xxx

- convenience store is permitted in a mixed use development

- no visitor parking is required

- no parking is required for permitted non-residential uses

- a minimum of 35.0 metres of the frontage along Rochester Street, measured at the building setback, must be occupied by a combination of building face and projecting building features, of which a minimum of 30.0 metres must be occupied by a building face

- 7% of the lot area must be provided as landscaped area for any development

- all non-residential uses must have the main customer entrance facing either Rochester or Balsam Street and must be located within 10 metres of Rochester Street

- despite Table 137 a minimum of 5.0 sq. m. of amenity area is required per dwelling unit,

- total maximum accumulated width of all driveways connecting directly to a Rochester Street is 7.5 m.

- maximum of two  driveway connections to Rochester Street are allowed

- all outdoor amenity areas must be a minimum of 1.0 metres from a property line other than a property line adjacent to a street unless screened by a translucent or opaque screen having a minimum height of 1.5 metres

- In either a PUD or a mixed use development the following also applies:

- width of a driveway or private way: 3.0 m

- setback of wall to a private way, driveway or aisle: 0.0 m

- setback of garage or carport  to a private way, driveway or aisle: 0.0 m

- minimum width of 2.2 m. for driveway or aisle providing direct access to a garage or carport

- separation distance between buildings: 1.2 m  

 

131 (1)(c) also applies to the severance of a development parcel in a mixed use development 

 

3.                  Part 17 - Schedules will be amended by adding Document 3 as a new schedule.

 

NOW THEREFORE BE IT FURTHER RESOLVED THAT pursuant to the Planning Act, subsection 34(17) no further notice be given.
