That the Debenture Committee enact a By-law substantially in the form attached as Document 1 authorizing the Treasurer to enter into a loan agreement with Royal
Bank of Canada for a bank loan in an amount up to $25 million with a variable
interest rate and to enter into an interest rate exchange agreement to provide
effectively a fixed rate of interest satisfactory to the Treasurer.

by-law of the City of Ottawa to authorize the borrowing of monies and a bank
loan in the principal amount of $25,000,000.00 towards the cost of certain
capital works of the City of Ottawa.

That the Planning Committee
direct staff to prepare an analysis of the number of housing units planned and
approved inside the Greenbelt in order to assess the capacity of the City of
Ottawa to determine the total hard and soft costs of sustaining the rate of
growth of condominium apartment units, and that in preparing the analysis of
the ‘soft’ costs of providing services needed to support the growth through
intensification, that the City of Ottawa retain the input of an
‘integrated development economist’ who would be able to provide a wide analysis
of the public investments needed to sustain this rate of growth.
