RESOLUTIONS
RECOMMENDATION
That the Ottawa Police Services Board receive for information the Notice of Annual General Meeting and the Resolutions to be considered at the 2011 Canadian Association of Police Boards’ Annual Conference.
BACKGROUND
The Canadian Association of Police Boards (CAPB) is holding its 22nd Annual Meeting and Conference in Regina, Saskatchewan, August 18-20, 2011. Attached at Annex A is the Notice of the Annual General Meeting setting out the items of business to be considered at the meeting being held on August 19, 2011.
Attached at Annex B are the resolutions to be considered at the Annual General Meeting, along with background notes (Annex C, 11-2) providing additional details for some of the resolutions. In addition to what is contained in the attached material, there is another supporting document associated with Resolution 11-2 that is available upon request – it is a 2009 Policy Paper on “Police Services in British Columbia: Affordability and Accountability”, prepared by the Union of British Columbia Municipalities.
The resolutions were submitted by various boards belonging to the CAPB and have been reviewed by the CAPB’s Resolutions Committee. They are being circulated to all member boards in advance of the Conference so that those attending have an opportunity to review them and receive input from their Board colleagues not attending the conference. The Ottawa Police Services Board will be represented at the conference by Chair El-Chantiry, Member Doyle and Executive Director Fedec.

CONCLUSION
An important function of the Canadian Association of Police Boards is the advocacy role it plays on behalf of its members. The resolutions considered each year during the Annual General Meeting form the basis of the Association’s advocacy work over the coming year. In order to provide an opportunity for all CAPB members to have input into the resolutions being considered at this year’s AGM, they have been circulated to all members.
