RECOMMENDATION
At the 28 May 2007 meeting, the Ottawa Police Services Board received the draft 2007-2009 Business Plan and approved a community consultation strategy to solicit feedback and input on the draft Plan. Following the community consultation, the Board approved the 2007-2009 Business Plan on 23 July 2007.
The Board is provided with regular progress reports on the Business Plan in January and July of each year that includes a listing of reports approved by the Board that account on progress towards achieving the strategic and community priorities, goals and objectives as outlined in the Business Plan, as well as a self-assessment on progress and accomplishments, during the reporting period.
This is not the only mechanism reporting on progress. The annual Activity Report, the Annual Crime and Police Statistics, and quarterly reporting on performance indicators are other mechanisms provided to the Board.
DISCUSSION
The following discussion highlights the key initiatives and accomplishments that have been realized in achieving the strategic priorities, goals and objectives in the 2007-2009 Business Plan, during the reporting period.
Semi-Annual Status Report on 2007-2009 Business Plan
(July to December 2007)
The 2007-2009 Business Plan articulates how the OPS is going to successfully achieve its mandate and vision, and demonstrate how the OPS will effectively and efficiently respond to community concerns and deliver police services to the community. The actions needed to achieve the desired results are grouped into four strategic priorities that provide a common focus of accountability:

· Leveraging Partnerships and Interoperability … Working Together Effectively
· Being the Policing Employer of Choice for all … Building Pride, Professionalism and Respect
· Measuring Performance … How We Know We are Doing a Good Job
Similar to previous progress reports tabled with the Board, a self-assessment was conducted that focuses on tracking accomplishments during the reporting period. Attachment 1 highlights the significant accomplishments that have been achieved in 2007, with a focus on the last two quarters of the year, including but not limited to:
Ö
Initiation of the Strategic Deployment Plan – review of
resource deployment towards ensuring that the right resources are at the right
place, at the right time;
Ö
Planning for the projected population and economic
growth and address community needs for policing assets, complement and
resources through SGI 2013;
Ö Hosted and delivered a successful youth information and awareness session with participation from over 240 delegates from policing partners and stakeholders in the Ottawa area. As a result of positive feedback, a follow-up session is planned for 2008.
Ö Continued focus and operational initiatives to increase solvency, and reduce break and enters;
Ö Monitoring of emergency response workload of new patrol zones to ensure continued expedited back-up and response times and afford an added element of safety for responding officers and the community;
Ö Implementation of the specialized Street Crime Unit to focus on managing and reducing street-level crime, particularly drugs and prostitution;
Ö Implementation of the Direct Action Response Team (DART) to combat gang activity and identify youth at risk of gravitating towards gang membership, while providing a highly visible and active police presence in the community.
Ö Implementation of Phase 1 of the Operational and Executive “dashboards” for ongoing monitoring of performance in managing and reducing crime;
Ö Launch and participation in the Partnership in Action Initiative with the Aboriginal community;
Ö Development of an Interoperability Strategic Plan;
Ö Development and implementation of the Performance Management Program; and,
Ö Implementation of an operational Pandemic Plan in association with internal and external partners that aligns with the City’s Interagency Pandemic Plan.
During the reporting period the Board has received a total of 19 reports that account on progress towards achieving the strategic priorities, goals and objectives as outlined in the 2007-2009 Business Plan (refer to Attachment 2).
The Ottawa Police Service will continue to fulfill its core responsibilities of responding to emergencies, enforcing the laws, investigating crime, maintaining public order and assisting victims, while maintaining its focus and achieving success with the implementation of the goals, objectives and initiatives that support the strategic and community priorities in the 2007 - 2009 Business Plan.
Although the current Business Plan has recently been adopted, planning for the next Business Plan has been initiated and discussed with the Board’s Policy and Governance Committee in December 2007. The inputs and proposed timeline have been prepared with the objective of final approval of the new plan in the fourth quarter of 2009, the year before the Plan takes effect.
In discussion with the Board’s Policy and Governance Committee in December 2007, a number of research activities are being planned in 2008 to advance the planning cycle, for example:

Public Survey on
Policing Services;
® Ottawa Police Service Environmental Scan;
® Ottawa Police Service Members’ Survey;
® Ottawa Police Service Census.
Community concerns and input are a component of the business planning cycle and have included research on demographic trends, the 2006 Public Survey on Policing Services, input received at Police Service Board meetings and community meetings, and through ongoing consultations with community-based policing partners, organizations and stakeholders.
While there has been demonstrated progress, the Ottawa Police Service will continue with the advancement of actions and activities that support the strategic and community priorities, goals and objectives in the 2007-2009 Business Plan.
