That Council reiterate
its position that the proponents of the Interprovincial Crossing Study comply
with Council’s July 2010 directive.

promoteurs de l’étude des passages interprovinciaux doivent respecter la
directive du Conseil de juillet 2010.
At
its meeting of 2 May 2012, the Transportation Committee approved the following
Motion, raised as an additional agenda item by Councillor Bloess, in relation
to the response to inquiries listed on the agenda:
WHEREAS City Council in July 2010
requested that the Interprovincial Crossing Study proponents undertake a
comprehensive study of the diversion of all trucks from the KERWN corridor and
that this study:
i) Includes an economic analysis of such
a diversion on truck traffic;
ii) Includes
consultation with the affected business interests;
iii) Includes
analysis of safety considerations of continuing to mix heavy (articulated
intercity transports) trucks in the Central Area given the availability of a
proposed alternative;
iv) Determines how the corridors under study
would provide a viable alternative for intercity heavy trucks so that all such
trucks could be diverted from the KERWN corridor;
v) Becomes
a direct input into Phase 2B analysis;
vi) Is completed prior to the
selection of a recommended corridor; and
vii) Completion
of the truck origin-destination study for inclusion in Phase 2B.
AND
WHEREAS, the response to date states The National Capital Commission and its
consultant team are very committed to addressing the truck traffic issues,
AND
WHEREAS, the consultant, Roche-Genivar, has indicated
that they would undertake analysis of the impact of diversion of truck traffic
as a qualitative measure rather than an economic analysis..."
THEREFORE
BE IT RESOLVED that the Transportation Committee recommend to Council that it
reiterate its position that the proponents of the Interprovincial Crossing
Study comply with Council’s July 2010 directive.

Councillor
Bloess brought the Motion forward for the Committee’s consideration on 2 May
2012 and is in support of the recommendation.
Councillor
Clark provided the following comments:
“Council’s
primary issue is with heavy truck traffic on King Edward. None of the NCC consultant’s reports are
addressing this concern. My position is
that any bridge avoid conflicts with existing
communities, and that communities’ view are taken seriously.”
Councillor
Fleury supports the motion and any initiative that will see the permanent
removal of interprovincial truck traffic from Ottawa’s downtown.
Councillor
Blais supports the motion brought forward by Councillor Bloess and approved by
the Transportation Committee. He states
that it is critical that the truck study be undertaken prior to the selection
of a route and in keeping with Council’s direction of July 2010 to ensure
safety, economic and community interests are appropriately considered.
Councillor Tierney agrees that
the NCC should do an economic analysis for commercial/truck traffic for each of
the corridors.
There are no
legal impediments to implementing the recommendations of this report.
There

There
are no accessibility implications with respect to implementing the
