Petitions:

·         Petition received from residents of Caledon Street, containing 25 signatures, requesting that Ottawa City Council implement a guest parking permit system to allow guests of residents to park on Caledon Street, in accordance with City of Ottawa parking by-laws. There is currently no parking on Caledon Street between 7 a.m. and 7 p.m. every day of the week.

2.          RENEWED ACTION PLAN FOR ARTS, HERITAGE AND CULTURE IN OTTAWA (2013-2018)

Committee meeting information

 

Delegations:    14 delegations with the majority very pleased with the report and that it was finally out.  Increased funding always mentioned.   

Debate:            Committee spent 1.5 hours with presentations, delegations & discussion.

Vote:               The recommendations carried as presented.

Position of Advisory Committee(s): One Advisory Committee (Arts Heritage and Culture Advisory Committee and one Steering Committee representative spoke in support of the report and the amount of work and consultation that had gone into it.

 

COMMITTEE RECOMMENDATIONS

 

That Council:

 

1.         Approve the renewed Action Plan for Arts, Heritage and Culture in Ottawa (2013-2018) attached as Document 1 and as outlined in this report.

 

2.         Receive the Investment Plan attached as Document 2 and direct staff to consider the operating and capital pressures as part of the annual budget process subject to the maximum 2.5% term of Council tax increase.

1.             CULTURAL VALUE GEOGRAPHIC INFORMATION SYSTEM

That City Council reaffirm its commitment to municipal cultural planning, and to Phase Two of the City of Ottawa’s cultural mapping initiative (Cultural Value Geographic Information System).

1.             ZONING – 2865 RIVERSIDE DRIVE

Committee recommendationS as amended

 

 

That Council approve an amendment to Zoning By law 2008-250 to change the zoning of 2865 Riverside Drive as shown in Document 1 by amending existing Exception [1768] as detailed in Document 2, and that Document 2 be amended as follows:

 

1.                  By adding the following as d), e) and f) to the list of proposed changes to existing Exception [1768]:

 

d)    By inserting in Column V the text “- a retail store limited to a pharmacy, as a principal use, may not include the sale of non-pharmaceutical products”; 

 

e)     By inserting in Column V the text “- a retail store limited to a pharmacy, as a principal use, may not include a display area”; and

 

f)     By inserting in Column V the text “- a retail store limited to a pharmacy, as a principal use, must be located below the ground floor”.

 

2.         By adding the text “, as a principal use,” after the words “retail store limited to a pharmacy” in b) of the list of proposed changes to existing Exception [1768].

 

And that there be no further notice pursuant to Section 34 (17) of the Planning Act.

15.     Motion to Introduce By-laws                                        Three Readings

a)      A by-law of the City of Ottawa to establish certain lands as common and public highway and assume them for public use (Stanmore Street).

 

b)      A by-law of the City of Ottawa to establish certain lands as common and public highway and assume them for public use.

 

c)      A by-law of the City of Ottawa to impose special annual drainage rates upon lands in respect of which money is borrowed under the Tile Drainage Act.

 

d)     A by-law of the City of Ottawa to amend By-law No. 2007-338 to appoint Municipal Law Enforcement Officers in the Rail, Safety and Development Branch of the Transit Services Department.

 

e)      A by-law of the City of Ottawa to amend By-law No. 2006-279 respecting the protection and maintenance of trees and natural areas on municipal property.

 

f)       A by-law of the City of Ottawa to amend By-law No. 2004-60 to appoint Municipal Law Enforcement Officers in accordance with private property parking enforcement.

 

g)      A by-law of the City of Ottawa (the “City”) to designate the core airport area lands described on Schedule “A” to this by-law, (the “Core Airport Area Lands”) and the municipal airport facility located thereon (the “Municipal Airport Facility”) as a municipal capital facility for the provision of an airport transportation network system.  The Core Airport Area Lands specifically exclude those portions of the lands that are utilized by third parties under leases, licenses or rights of occupation from time to time.

 

h)      A by-law of the City of Ottawa to designate certain lands as a Municipal Capital Facility.

 

i)        A by-law of the City of Ottawa to designate certain lands at 53 Young Street as being exempt from Part Lot Control.

 

j)        A by-law of the City of Ottawa to designate certain lands at 324 to 375 Trailsedge Way; 200 to 215 Butterfly Walk and 725 to 759 Morningstar Way (odd numbers only) as being exempt from Part Lot Control.

 

k)      A by-law of the City of Ottawa to designate certain lands at 6808 Breanna Cardill Street as being exempt from Part Lot Control.

 

l)        A by-law of the City of Ottawa to designate certain lands at 252, 254, 256, 258, 264, 266 and 268 Keyrock Crescent; 1064 and 1070 Ottenbrite Crescent; 1101 to 1127 inclusive (odd only), 1165, 1167, 1169, 1171, 1173, 1177, 1179 and 1193 Tischart Crescent; 1106 to 1152 inclusive (even only), 1182, 1184, 1194 and 1196 Tischart Crescent as being exempt from Part Lot Control.

 

m)    A by-law of the City of Ottawa to amend By-law No. 2005-439 respecting the regulation of permanent signs on private property.

 

n)      A by-law of the City of Ottawa to amend By-law No. 2003-530 regulating traffic and parking on highways.

 

o)      A by-law of the City of Ottawa to set the instalment due dates and the interest and penalty rates applicable to the collection of property taxes for 2012.

 

p)      A by-law of the City of Ottawa to amend By-law No. 2008-250 of the City of Ottawa to change the zoning of lands known municipally as 2865 Riverside Drive.

 

q)      A by-law of the City of Ottawa to amend By-law No. 2008-250 of the City of Ottawa to amend technical anomalies and make minor corrections.
