DISCUSSION

The Quarterly Performance Report to Council is an important component of the City’s accountability framework. Accountability is fundamental to good governance.

This Quarterly Performance Report to Council Q1: January 1 to March 31, 2011 provides measures from a broad cross-section of service areas to the public. This report provides information on how the City is performing relative to its established standards, as well as information on changes in performance over time. The Quarterly Performance Report includes:

Outcome measures (e.g., percentage of waste diverted from landfill);
Service measures (e.g., calls for service requests and call volumes);
Output measures (e.g., the number of food premise inspections);
Efficiency measures (e.g., cost per lane kilometre for road maintenance); and,
Customer service measures (e.g., on-time transit service performance).

This Quarterly Performance Report to Council covers the reporting period between January 1 and March 31, 2011. It provides performance measures for services within the following service areas:

Solid Waste Operations
Infrastructure Services
Communications and Customer Service
Community and Social Services – Employment and Financial Assistance
Fire Services
Social Housing and Shelter Management
Parks, Recreation and Cultural Services

Moved by Councillor D. Deans

WHEREAS the above-noted report recommends referral to the Transit Committee at its meeting of 15 June 2011;

AND WHEREAS the Transit Commission’s approved Terms of Reference gave it the responsibility for receiving quarterly performance reports from the Transit Services Department;

AND WHEREAS, in order to provide a consistent reporting mechanism and to adhere to the Terms of Reference, OC Transpo has combined (into one document) information that would have previously been presented in the Financial Update, Quarterly Performance Report (Operations) and Delegated Authority Report;

AND WHEREAS Transit Services staff will present this combined report to the Transit Commission for information on a quarterly basis;

AND WHEREAS the Commission received the first instalment of the above-noted quarterly report at its meeting on 18 May 2011 in a report entitled: Q1 Transit Services Performance Report;

THEREFORE BE IT RESOLVED that the report entitled Quarterly Performance Report to Council, Q1: January 1 to March 31, 2011 be amended to delete any reference to this report being referred to and/or considered by the Transit Commission.
