CONTEXTE

 

En Ontario, les obligations et pouvoirs relatifs à la santé publique sont régis par la Loi sur la protection et la promotion de la santé. D’autre part, les Normes de santé publique de l’Ontario de 2008 et les protocoles connexes définissent les exigences minimales qui sous-tendent les programmes et services de santé publique fondamentaux. Or, ces normes exigent la production d’un rapport annuel.


 

DISCUSSION

 

Le rapport annuel de 2009 donne à Santé publique Ottawa (SPO) l’occasion de remercier les partenaires communautaires, les bénévoles et les commanditaires de leur appui soutenu et de leur contribution aux programmes et services de santé publique.

SPO tient également à remercier le Conseil municipal d’Ottawa pour le rôle qu’il joue en sa qualité de Conseil de la santé d’Ottawa et à souligner son leadership et son soutien.

 

Le Rapport annuel de 2009 de Santé publique Ottawa donne également un aperçu des programmes et services qui sont offerts chaque jour afin d’assurer la santé et la sécurité des résidents d’Ottawa. Il met en relief les services dispensés à la population en période de crise (grippe pandémique H1N1 et inondations du mois d’août 2009 dans l’Ouest d’Ottawa) et montre comment SPO améliore les services au moyen des nouvelles technologies et renforce la capacité du système de santé local.

Dr. Isra Levy, Ottawa Medical Officer of Health, thanked the Committee for the opportunity to speak on the 2009 Annual Report.  He introduced Dr. Nadine Sicard, Assistant Medical Officer of Health who would assist him in giving the presentation.

 

He stated how appropriate it was to speak with the presentations made before on sexual assault and early childhood learning and how this all fits in to the health and wellness of the community and the various partnerships Ottawa Public Health is pleased to be associated with.

 

Dr. Levy and Dr. Sicard then spoke to a PowerPoint presentation which touched on the extraordinary challenges that defined their year, particularly the H1N1 situation and the west end flood response.  They also spoke on some examples within their broad mandate of protecting health and safety, promoting healthy living, preventing and managing communicable diseases and generally the approaches that they took to improve service delivery.  The Annual Report distributed to the Committee will be made public via the web once it has been received at Council on May 26.

 

Chair Deans thanked Dr. Levy and Dr. Sicard for their presentation and for all the work that Public Health does in the community and appreciates the great work done by the staff.

 

Councillor Bellemare thanked Dr. Levy for the presentation and congratulated him on the 2009 Report.  He stated it was an excellent summary of the activities of Ottawa Public Health.  He does note however that the website address for the EatSafe does not appear in the report and asked for the web address and if there are other ways to access it and do other sites link to the site such as Tourism Ottawa.  Dr. Levy responded by saying that the easiest way to access the website is by going to www.ottawa.ca/health and there is an easy link off the Public Health main page on restaurant inspections.  He noted that they would be back before the Committee in five or six weeks time to report on food safety.  He said that the site was launched in 2009 as a pilot and they have worked with the community on ease of use and making sure there is no misinterpretation of the material being provided.  He commented that another way that this information is available is by calling 613-580-6744.

 

Councillor Bellemare is glad to hear that Public Health will be giving an update soon on the issue of food safety.  He stated that the Auditor General highlighted the fact that there is a discrepancy in the number of Food Inspectors that Ottawa has for the size of city it is and that Council has made it a priority to rectify that.

He stated that when Dr. Levy does come back with the food inspection report it would be good to have the number of inspections made in 2009 put in context such as how it compares to previous years.

 

Councillor Feltmate thanked Dr. Levy for the excellent report and it has been a high profile year for Public Health.  She stated that a year and half ago she attended a meeting in Toronto with Public Health about guidelines being implemented and wondered where the City was with that project.  Dr. Levy responded by saying it was important to have a member of the board present at that time.  The meeting rolled out the Ontario Public Health Standards that were implemented in 2009.  These lay out the obligations of a Board of Health and its secretariat as far as its programming and the expectations under the Health Promotion and Protection Act.  Because there was no additional monies set aside by the Province for this implementation, it was understood that there would be a phase in period.  Dr. Levy said that staff was prepared to do a gap analysis in 2009 to see how well Ottawa Public Health was complying with the new standards and what new resources might be needed to comply better but it has been delayed by the challenges of 2009. They are therefore continuing to assess the implications for resourcing and reorienting the internal resources towards meeting the new standards.

 

Councillor Feltmate hopes that Public Health will have the time to perform the gap analysis.  She also inquired about the year ahead and the announcement made regarding governance.  Dr. Levy summarized by saying that Council had asked the Province to make some changes to the governance structure and the Province has tabled its intentions to do that.  They are waiting for that Bill to pass within the next few weeks.  Rick O’Connor, City Clerk and Solicitor will present a report to the Committee on a transition plan once the legislation has been given royal assent.
