2. MODIFICATIONS TO BOOTH STREET RELATED TO THE
DEVELOPMENT OF LEBRETON FLATS AND THE CANADIAN WAR MUSEUM / MODIFICATIONS À LA

1. That
the Transportation and Transit Committee recommend Council approve the proposed
roadway modifications to Booth Street, from Fleet Street north to the Ottawa
River, as shown on Annex 3, including the installation of traffic control
signals at the intersections of:
a) Booth Street and
LeBreton Boulevard; and
b) Booth Street and the
Canadian War Museum Service Access,
provided that the proponent, the National Capital Commission:
i) Fund
the total cost of the roadway modifications and any associated works;
ii) Pay
the cost of the annual maintenance of the Booth/Canadian War Museum Service Access
traffic control signals until such time as the signal warrants are met;
iii) Pay
the cost of the annual maintenance associated with the NCC streetscaping
features which augment the standard City of Ottawa cross-section; and,
iv) Execute
legal agreements with respect to the above.
2. WHEREAS currently,
there is a grade separation at the Ottawa River Parkway (ORP) and Booth Street,
which does not permit traffic to flow from the ORP onto Booth Street;
And WHEREAS community concern has
been expressed about the potential traffic impacts of permitting right turns
from Lebreton Boulevard, south onto Booth Street;
And WHEREAS right turns will not be
permitted from the temporary detour road for the ORP onto Booth Street, which
follows the same alignment as the proposed Lebreton Boulevard;
And WHEREAS the City is currently
engaged in a Corridor Study of Booth Street to evaluate the current and
potential traffic issues along Booth Street
between Scott Street / Albert Street and Highway 417;
THEREFORE BE IT RESOLVED that no
right turns be permitted from Lebreton Boulevard, southbound onto Booth Street.

3. URBAN TRANSPORTATION SHOWCASE PROGRAM - CARLING
AVENUE SHOWCASE / PROGRAMME DE DÉMONSTRATION EN TRANSPORT URBAIN – PROJET

That the Transportation and
Transit Committee recommend Council:
1.
To direct staff to prepare and submit a detailed proposal to Transport
Canada for the Urban Transportation Showcase Program (UTSP).
2.
To endorse the Showcase submission and support developing a program for
implementation.
3.
If this Showcase proposal is selected for implementation by Transport
Canada, to direct the General Manager, Development Services, to bring back to
Committee the details of the contribution agreement between the City and
Transport Canada for ratification and funding approval.

That the Transportation and Transit Committee recommend that Council
approve the transfer of funds in the
amount of $1,600,000 from the Fallowfield Road Widening Project (900044),
$1,600,000 from the Hazeldean Road Project (900427) and $600,000 from the
Labelle Street Extension Project (900831), for a total budget transfer of
$3,800,000 to the Castlefrank Road Overpass & Interchange (Highway 417)
Project (900426).

5. REQUEST FOR TEMPORARY PARKING
PROVISIONS ON BYRON AVE. (NORTH
SIDE, COMPTON TO RICHARDSON AVE.) / DEMANDE

That Transportation and
Transit Committee approve that 50 temporary parking spaces be permitted on the
north side of Byron Avenue from Compton Avenue to Richardson Avenue, from May
2003 to the end of September 2003, to be allocated on a permit basis ($20.00 +
G.S.T./car/month) to the residents of Park Place (1025 Richmond Road);
And that parking be
prohibited on one side of each of the following streets: Compton and Ancaster
Avenues (from Byron to Flower Avenue); Allison, Harcourt, New Orchard, Woodland
and Richardson Avenues (from Byron to Midway Avenue), for this period only.
