That the Transportation and Transit Committee recommend Council approve:
1. The replacement of the Bytown Bridges
(North and South), carrying Sussex Drive over the two branches of Rideau River,
with new three span concrete box structures widened by 3.8 metres, mostly on
the east side, to an overall width of 23.7 metres to accommodate bicycle lanes
on the bridge;
2. Modifications to Sussex Drive, from
King Edward Avenue to Princess Avenue as follows:
a.
widening of Sussex Drive, from King Edward Avenue to Stanley Avenue
including both bridges, and Green Island in between the bridges, to provide for
a bicycle lane in each direction.
b.
reconfiguration of the traffic lanes within the existing pavement width
from Stanley Avenue north to the Rideau Gate from the existing four-lane
cross-section to that providing for one bicycle lane and one through lane in
each direction and centre left-turn lane.
c.
reconfiguration of the traffic lanes within the existing pavement width
from Rideau Gate to the Rockcliffe Parkway from the existing four-lane
cross-section to that providing for one bicycle lane and one through lane in
each direction.
d.
removal of the channelization at the King Edward Avenue/Sussex Drive
intersection.
e.
installation of a pedestrian activated signal at the Sussex
Drive/Stanley Street intersection.
f.
construction of a roundabout at the Sussex Drive/Rideau Gate
intersection.
g.
provision of a southbound tour bus lay-by lane in front of the Canada
and the World Pavilion.
h.
incorporation of improvements including light standards, granite curbs
and medians, concrete sidewalks and crosswalks and street furniture, to
Confederation Boulevard Standards.
i.
provision of access for a one-way vehicular drop-off in front of 111
Sussex Drive (former Ottawa City Hall).
3. That
staff proceed with negotiations to acquire the property necessary for the
construction of the project as will be identified in the detailed design.
4. That staff prepare and execute
cost-sharing agreements with the National Capital Commission, Public Works and
Government Services Canada and other affected agencies.

Street be prohibited at any time, bicycles excepted.

6. HAZELDEAN ROAD WIDENING - (TERRY FOX
DRIVE TO CARP ROAD) ENVIRONMENTAL
ASSESSMENT STUDY

That the Transportation and Transit Committee recommend Council
approve:
1.
The finalization and filing
of an Environmental Study Report (ESR) for the widening of Hazeldean Road
between Carp Road and Terry Fox Drive as detailed herein.
2.
The inclusion of the
identified unequal widening requirements for the section of Hazeldean Road from
approximately Savage Drive east to Terry Fox Drive in the appropriate
Schedule(s) of the new City of Ottawa Official Plan.
3. That the issues raised by the Katimavik-Hazeldean
Community Association be referred to staff for review and consideration.

7. FLEET EMISSIONS REDUCTION STRATEGY

That
the Transportation and Transit Committee recommend Council:
1.
Receive the attached Logtech
report on fleet emissions for information.
2.
Approve a Fleet Emission
Reduction Strategy as follows:
a.
Long-Term (20 years) –
i.
Conversion of the urban
transit bus fleet to near-zero emission fuel-cell technology.
b. Mid-Term (5-10 years) –
i.
Conversion of the
urban transit bus fleet to hybrid diesel-electric technology, and
ii.
Conduct preparatory
work to implement the long-term strategy.
c. Short-Term
(1-2 years) –
i.
Continued participation in
ethanol-blended diesel (E-diesel) trials,
ii.
Monitoring of bio-diesel
trials as an option to E-diesel,
iii.
Retrofitting older
technology buses with catalytic converters subject to availability of external
funding. “Green” funds and special
programs to be investigated and applications made as appropriate,
iv.
Conversion of all City fuel sites to ethanol-blended gasoline (E-10) at
an approximate cost of $80,000, and
v.
Conduct preparatory work to
implement the mid-term strategy.
3. That the Fleet
Emissions Reduction Strategy, as part of the Corporate Climate Change Program,
be reviewed regularly for opportunities to update the strategy based on new
research, new and improved technologies and new funding sources, and report
back to Council at a minimum once every term of Council and this would include
appropriate consultations with the public.
4. That Corporate Services
(Fleet Management/Technical Services) initiate and enforce a comprehensive “No
Idling” program for all City vehicles, especially OC Transpo buses and report
back to Transportation and Transit Committee.
5. That Councillor
Legendre’s expenses for 1 day’s travel costs be covered from the Corporate
budget to facilitate a visit to Canada’s leader in fuel cell technology
facilities during his stay in Vancouver later this year.
