SUBJECT:     2000 TRAFFIC CONTROL SIGNAL PROGRAMME

REPORT RECOMMENDATIONS

 

That the Transportation and Transit Committee recommend Council approve:

 

1.         The installation of traffic control signals at the following locations:

 

            a.         Jeanne d’Arc Boulevard at des Epinettes Boulevard;

 

            b.         Jeanne d’Arc Boulevard at Hunters Run Drive;

 

            c.         Orleans Boulevard at Beausejour Drive/Maple Run Avenue;

 

            d.         Katimavik Road at Aird Place/Chimo Drive; and,

 

            e.         Bank Street at St. Bernard Street, and, in conjunction with this, the designation of the centre lane on Bank Street as a two-way left-turn lane between a point 45 m north of St. Bernard Street and a point 45 m south of St. Bernard Street be rescinded;

 

2.         That the installation of a traffic control signal and related roadway modifications at the intersection of Huntley Road and Flewellyn Road be deferred and considered as part of the 2001 Traffic Control Signal Programme;

 

3.         That when preliminary design of the roadway modifications required to signalize the intersection of Carp Road and Westbrook Road is complete, a Public Hearing be advertised and a report on the matter be brought forward to the Transportation and Transit Committee;

 

4.         That in lieu of a traffic control signal at the intersection of Cooper Street and O’Connor Street, roadway modifications be implemented to provide a right-turn channel to physically prevent eastbound drivers on Cooper Street from proceeding straight through that intersection - forcing them instead to turn right onto O’Connor Street – and, that when the preliminary design of those roadway modifications is complete, a Public Hearing be advertised and a report on the matter be brought forward to the Transportation and Transit  Committee;

 

5.         That intersections shown in Attachment 1 that meet or exceed 75% of the warrant requirements, be further reviewed in the 2001 Traffic Control Signal Programme; and,

 

6.         That intersections shown in Attachment 1 that failed to meet 75% of the warrant requirements not be reviewed in the 2001 Traffic Control Signal Programme, unless recent and significant changes in travel patterns have occurred.

 

 

RECOMMANDATIONS DU RAPPORT

 

Que le Comité des transports et des services de transport en commun recommande au Conseil d’approuver:

 

1.         L’installation de feux de la circulation aux emplacements suivants :

 

a.         boulevard Jeanne d’Arc à la hauteur du boulevard des Épinettes;

                           

            b.         boulevard Jeanne d’Arc à la hauteur de la promenade Hunters       Run;

 

            c.         boulevard Orléans à la hauteur de la promenade Beauséjour et de       l’avenue Maple Run;

     

      d.         chemin Katimavik à la hauteur de la place Aird et de la promenade               Chimo;

 

            e.         rue Bank à la hauteur de la rue Saint-Bernard et qu’en conjonction avec ceci, la désignation de la voie centrale de la rue Bank comme une voie de virage à gauche bi-directionnelle soit annulée entre un point situé à 45 m au nord de la rue Saint-Bernard et un point situé à 45 m au sud de la rue Saint-Bernard;

 

2.         Que l’installation d’un feu de circulation et les modifications à la chaussée connexes à l’intersection des chemins Huntley et Flewellyn soient reportées et examinées comme faisant partie du programme des feux de circulation de 2001;

 

3.         Qu'une fois la conception préliminaire des chemins Carp et Westbrook terminée, qu’une audience publique soit annoncée et un rapport soit présenté au Comité des transports et des services de transport en commun;

 

4.         Qu'au lieu d'installer des feux de la circulation à l'intersection des rues Cooper et O'Connor, des modifications à la chausée soient effectuées afin de créer une voie de virage à droite dans le but d'empêcher physiquement les automobilistes en direction est sur la rue Cooper de traverser directement ladite intersection en les forçant plutôt à tourner à droite sur la rue O'Connor, et, lorsque la conception préliminaire desdites modifications à la chaussée sera terminée, qu'une audience publique soit annoncée et qu'un rapport soit présenté au Comité des transports et des services de transport en commun;

 

5.         Que les intersections mentionnées à l’attachement 1 satisfaisant à 75 % des exigences requises soient examinées plus en détail dans le Programme des feux de circulation de 2001;

 

6.         Que les intersections mentionnées à l’attachement 1 qui ne satisfont pas à 75 % des exigences requises ne soient pas examinées dans le Programme des feux de circulation de 2001, à moins de changements récents et notables des mouvements de la circulation.

 

 

BACKGROUND

 

This report outlines the results of the 2000 Traffic Control Signal Programme and provides the collision history, traffic survey data and warrant analysis result for each location studied. 

 

Locations reviewed in this programme fall into one of two categories - they either meet or do not meet the installation warrants for those devices, as set out in the Ontario Ministry of Transportation’s Manual of Uniform Traffic Control Devices.  Those that meet the warrants either require or do not require geometric changes and, those that do not meet the warrants either justify or do not justify immediate further study – depending on how closely they come to complying with the warrants.  Consistent with the monitoring practice used for the Pedestrian Signal Programme, locations found to meet at least 75% of the installation warrants are recommended for review the following year – those below that threshold, are not.

 

The report also outlines the status of locations at which the Council of the former Regional Municipality of Ottawa-Carleton approved the installation of traffic control signals, but where roadway modifications are/were first required for traffic control signals to operate effectively.

 

 

DISCUSSION

 

Locations reviewed in the 2000 Traffic Control Signal Programme are shown in descending order of compliance with the installation warrants in Attachment 1.  Attachment 2 lists those locations alphabetically and provides detailed survey and data specifics.  In summary, only seven locations satisfied the warrants and the proposed course of action at each, follows.

 

1.         Warranted Locations Requiring No Intersection Modifications

 

Recommended for immediate signal installations are those locations that meet the warrants and require no roadway modifications for signals to operate effectively, specifically:

 

a.         Jeanne d’Arc Boulevard at des Epinettes Boulevard;

 

b.         Jeanne d’Arc Boulevard at Hunters Run Drive;

 

c.         Orleans Boulevard at Beausejour Drive/Maple Run Avenue;

 

d.         Katimavik Road at Aird Place/Chimo Drive; and,

 

e.         Bank Street at St. Bernard Street*.

 

* As the center lane on Bank Street is currently designated as a two-way left-turn lane between Sieveright Avenue and Rosebella Avenue, and because St. Bernard Street intersects Bank Street within that distance, it will be necessary to rescind that regulation on the approaches to that intersection to provide dedicated northbound and southbound left-turning lanes.  Accordingly, it is proposed that the two-way left-turn regulation on Bank Street be rescinded between points 45 m north and 45 m south of St. Bernard Street.

 

The estimated cost to install these signals is $110,000 per location, except at Katimavik Road and Aird Place/Chimo Road where the estimated cost is $151,000.  Funds for these traffic control signal installations were requested and approved in the 2001 Capital Budget. 

 

2.         Warranted Locations to be Deferred and Considered in the 2001 Traffic Control Signal Programme

 

In the 1998/1999 Traffic Control Signal Programme, the intersection of Huntley Road and Flewellyn Road was identified as a location that met the installation warrants for a traffic control signal.  This rural intersection is currently controlled with stop signs on all four approaches, supplemented by an overhead-flashing beacon.  During the three-year period ending 31 December 1999, only two minor angle collisions were reported at this location - one under icy conditions and the other when two vehicles concurrently entered the intersection after making full, legal stops.  For signals to operate effectively, left-turn lanes are required on all approaches; however, preliminary estimates reveal that construction costs to address that need will exceed $1M in view of utility relocations and property acquisition requirements.

 

Given that the intersection currently operates at an acceptable level of service and considering that the cost to modify it cannot be truly justified on the basis of safety, especially in light of other competing infrastructure funding priorities at this time, it is proposed that the installation of the traffic control signal and related roadway modifications be deferred and considered as part of the 2001 Traffic Control Signal Programme.

 

3.         Warranted Locations Requiring Roadway Modifications

 

The intersection of Carp Road and Westbrook Road meets the installation warrants for a traffic control signal; however, for the signal to operate effectively and efficiently, roadway modifications are first required.  Preliminary design work is underway, following which public consultation will commence.  When final design options and cost estimates are determined and the Ward Councillor concurs, a Public Hearing will be advertised and a report on the matter will be presented to Transportation and Transit Committee for approval.

 

As detailed design work will not be completed in time for construction this year, funds for the installation of the traffic control signal and related roadway modifications will be requested in the 2002 Capital Budget.

 

4.         Warranted Locations Requiring Roadway Modifications in Lieu of Traffic Signals

 

The intersection of Cooper Street and O’Connor Street meets the installation warrants for a traffic control signal, based on the combination of vehicle/pedestrian volumes and angle collisions; however, the vehicle/pedestrian volumes themselves do not meet the warrants.  Under such circumstances, the Ontario Manual of Uniform Traffic Control Devices recommends that before a traffic control signal is installed, less restrictive remedies first be investigated.

 

This intersection is comprised of two one-way streets and was previously reviewed in the 1997 Safety Improvement Programme.  As a result, eastbound straight-through movements on Cooper Street across O’Connor Street were prohibited between 3:30 p.m. and 5:30 p.m., as that was the period when most collisions occurred.  Despite the presence of that signed regulation, the angle collision experience has not diminished; therefore, a more restrictive measure must now be considered.

 

Accordingly, it is proposed that a right-turn channel be provided to physically prevent eastbound vehicles from proceeding straight through the intersection, forcing them instead to turn right (south) onto O’Connor Street.  Capacity analysis indicates that this diversion of eastbound traffic will not affect service levels at downstream-signalized intersections along either O’Connor Street or Somerset Street and, channelization of that type has successfully reduced the incidence of angle collisions at the intersections of Kent Street at Lisgar Street and Bank Street at McLeod Street. 

 

The Ward Councillor concurs with this proposal and final design work is underway, following which public consultation will commence.  A Public Hearing will then be advertised and a report on the matter presented to the Transportation and Transit Committee for approval.

 

The estimated cost for these roadway modifications is $30,000 and funds for this undertaking were requested and approved in the 2001 Budget. 

 

5.         Unwarranted Locations at which Further Action is Proposed

 

In accordance with the resolution of 9 July 1997 by the Council of the former Regional Municipality of Ottawa-Carleton, it is proposed that those locations shown in Attachment 1 that met at least 75% of the installation warrants for traffic control signals, be forwarded to the 2001 Traffic Control Signal Programme for further review.

 

6.         Unwarranted Locations at which No Further Action is Proposed

 

It is proposed that no further action be taken to review the need for traffic control signals at those locations shown in Attachment 1 that failed to meet at least 75% of the installation warrants for those devices, unless recent and significant changes in travel patterns have occurred.

 

 

STATUS OF LOCATIONS PREVIOUSLY APPROVED FOR TRAFFIC CONTROL SIGNAL INSTALLATIONS THAT FIRST REQUIRE ROADWAY MODIFICATIONS

 

In the 1998/1999 Traffic Control Signal Programme, eight locations met the warrants for signals but first required roadway modifications.  At two of those sites - Bank Street at Lester Road and Carp Road at March Road, the required design, consultation, Public Hearing and construction activities have all been completed and traffic control signals are currently in place and in operation.  The remaining locations were:

 

  1. Albion Road at Mitch Owens Road;
  2. Mitch Owens Road at Stagecoach Road;
  3. Albion Road at Leitrim Road;
  4. Cyrville Road at Meadowbrook Road;
  5. Dunrobin Road at Thomas Dolan Parkway; and,
  6. Huntley Road at Flewellyn Road - discussed earlier in this report.

 

The status of these locations follows:

 

a)      Public Hearings were scheduled for the first three locations on 6 June 2001 and it is anticipated that all required roadway modification and traffic signal installation work will be completed this Fall.  The former Regional Municipality of Ottawa-Carleton approved funds for location 1 and 2 in the 2000 Capital Budget and funds for location 3, in the amount of $1,600,000 were requested and approved in the 2001 Capital Budget;

 

b)      For location 4, Cyrville Road at Meadowbrook Road, a Public Hearing was held last fall, the former Regional Municipality of Ottawa-Carleton approved the staff recommendations, and funds in the amount of $1,636,000 were requested and approved in the 2001 Capital Budget.  It is anticipated that all required roadway modification and traffic signal installation work will be completed this Fall;

 

c)      For location 5, Dunrobin Road at Thomas Dolan Parkway, preliminary design has shown that Dunrobin Road must be realigned to smooth out the back-to-back curves through the intersection.  When issues pertaining to utility relocations and property acquisitions are resolved, a Public Hearing will be held later this year and funds will be requested in the 2002 Budget to undertake the roadway modification and traffic control signal installation work next year.

 

 

CONSULTATION

 

This report is intended to inform the Transportation and Transit Committee of the results of the 2000 Traffic Control Signal Programme and to comment on the status of previously approved traffic control signal installations at locations where roadway modifications are also required.

 

Locations found to meet the warrants, not requiring roadway modifications, are identified in Recommendation 1 and have been discussed with the affected Ward Councillors.  At those locations approved by Council for traffic control signal installations as a result of this report, public consultation will consist of the following:

 

Public Open Houses will be conducted only if deemed necessary and arranged for by the Ward Councillor; otherwise, public notification will consist of placing signs at each intersection for a two-week period beforehand, if concurred to by the Ward Councillor.  The signs indicate that traffic control signals will be installed and they provide a number at which callers may leave comments or request a return call from staff, should more information be required.

 

 

FINANCIAL IMPLICATIONS

 

Funds in the amount of $3,706,000 were approved in the 2001 Capital Budget for New Traffic Control Devices.   

 

Those funds will be used this year to install traffic control signals at the intersections identified in Recommendation 1, construct the right-turn channel at Cooper Street and O’Connor Street identified in Recommendation 4, and, to complete the roadway modifications and signalization of locations previously approved by the Council of the former Regional Municipality of Ottawa-Carleton, except at Huntley Road and Flewellyn Road as noted in Recommendation 2 and at Dunrobin Road and Thomas Dolan Parkway as discussed on the previous page.

 

It is also noted that the annual operating and maintenance cost of each traffic control signal is approximately $3,500.  Those costs, for the balance of 2001, are included in the installation costs for those devices and Operating Budgets, commencing in 2002, will be increased to reflect those additional annual operating expenses.
