CONFIRMATION OF MINUTES Minutes 20 of the Transportation meeting on 4 July 2012 were confirmed. COMMUNICATIONS Response to Inquiries * TRC 06-12 Resurfacing of Bank Street between Catherine and Roseberry (P. Clark) RECEIVED HIGHWAY 174 SINKHOLE INCIDENT At the outset of the meeting, the Chair asked staff to provide an update on the sinkhole that occurred on Highway 174 at the Jeanne D’Arc off ramp on 4 September. A single vehicle went into the sinkhole and there was one minor injury. Alain Gonthier, Manager, Asset Management informed Committee of the history of the pipe, where renewal work had just recently begun. He highlighted the steps involved to repair the sewer pipe, noting that it would be days before the road is opened again. Phil Landry, Manager, Traffic Management and Operational Support and Troy Charter, Manager, Transit Operations provided Committee with details of the impact this incident has had and will have on vehicular and transit traffic and the alternate routes and additional bus service that will be provided for the travelling public. Staff agreed to provide all members of Council with information on the timelines for repairing the pipe and the reopening of the road. They would also put in place a communication strategy (PSA) to advise of alternate routes as well as to encourage motorists to take public transit until the lane is reopened. It was recommended that people travelling by car stagger their work hours to help reduce congestion during peak periods. PRESENTATION 1. DOWNTOWN OTTAWA MOVES – VERBAL PRESENTATION SOMERSET (14) Nelson Edwards, Planner III, Planning and Infrastructure spoke to a PowerPoint presentation, a copy of the presentation is held on file with the City Clerk. In response to a question posed by Councillor Holmes, Mr. Edwards agreed to update Slide 15 (Strategic Moves) to include Slater Street under “Meeting Pedestrian Needs – Pedestrian Priority Streets.” David Gladstone spoke briefly to the issue of limited space on sidewalks. He would forward written comments to staff. Lili Weemer spoke about matters more related to the Official Plan. RECEIVED CITY MANAGER’S OFFICE CITY CLERK AND SOLICITOR DEPARTMENT 2. STATUS UPDATE – TRANSPORTATION COMMITTEE INQUIRIES AND MOTIONS FOR THE PERIOD ENDING 20 AUGUST 2012 ACS2012-CMR-CCB-0056 CITY WIDE REPORT RECOMMENDATION That Transportation Committee receive this report for information. RECEIVED PLANNING AND INFRASTRUCTURE PORTFOLIO PLANNING AND GROWTH MANAGEMENT DEPARTMENT 3. TRANSPORTATION MANAGEMENT IMPLEMENTATION PLAN FOR RICHMOND ROAD/WESTBORO - ADDITION OF AN INTERPRETATION SECTION TO THE REPORT ACS2012-PAI-PGM-0202 KITCHISSIPPI (15), BAY (7) REPORT RECOMMENDATION That Transportation Committee recommend Council approve the addition of an Interpretation Section to the Transportation Management Implementation Plan for Richmond Road/Westboro. CARRIED REAL ESTATE PARTNERSHIP AND DEVELOPMENT OFFICE 4. PROPERTY ACQUISITION – TRIM ROAD PROJECT (NORTH SERVICE ROAD TO INNES ROAD), GUSARA THANDA ACS2012-PAI-REP-0027 ORLÉANS (1) REPORT RECOMMENDATION That the Transportation Committee recommend Council approve the acquisition of approximately 4,010 m2 of land in fee simple described as being part of Lot 30, Concession 1 in the Geographic Township of Cumberland, City of Ottawa and municipally known as 1465 Trim Road, shown as parcel 1 on Document 1 from Gusara Thanda for the consideration of $600,000 plus applicable taxes and legal fees related to the purchase pursuant to Section 30 of the Expropriations Act. INSTALLATION OF A TRAFFIC CONTROL SIGNAL AT THE INTERSECTION OF BIRCH AVENUE AND HEMLOCK ROAD ACS2012-CMR-TRC-0013 RIDEAU-ROCKCLIFFE (13) REPORT RECOMMENDATION That Transportation Committee recommend that Council approve the installation of a traffic control signal at the intersection of Birch Avenue and Hemlock Road as part of the upcoming East-West bikeway construction project. CONSULTATION STRATEGY – OFFICIAL PLAN AND MASTER PLAN REVIEWS ACS2012-PAI-PGM-0211 CITY-WIDE RECEIVED INQUIRIES Councillor Chernushenko raised the following Inquiry: Legitimizing and regulating various modes of transportation A number of city policies underline our commitment to encouraging the safe and legal use of alternative modes of transportation, and active or low-emission modes in particular. Many such modes of transportation are currently being used on Ottawa’s roadways and sidewalks -- such as skateboards, longboards, inline skates, scooters and electric-assisted bikes -- despite the fact that they often fall into a “legal limbo” where they cannot be legally used on either roads or sidewalks.  Users are sporadically being ticketed by police and some are refraining from using such alternative modes for fear of being ticketed. What is being done or can be done to provide greater clarity regarding the use of alternative modes of transportation on Ottawa roads and sidewalks, and, ideally, to encourage legal, safe and more predictable adoption of these modes of transportation?
