PRESENTATION – OTTAWA ON THE MOVE CITY WIDE Items 1 and 2 were considered together. Nancy Schepers, Deputy City Manager and Wayne Newell, General Manager, Infrastructure Services, Planning and Infrastructure provided a PowerPoint presentation overview of the staff report. A copy of their presentation is held on file with the City Clerk. Robert Grimwood, Senior Project Manager, Sustainable Transportation responded to questions. RECEIVED PLANNING AND INFRASTRUCTURE PLANNING AND GROWTH MANAGEMENT 2. TRANSPORTATION DEMAND MANAGEMENT (TDM) STRATEGY ACS2012-PAI-PGM-0016 CITY WIDE REPORT RECOMMENDATION That Transportation Committee recommend Council approve the Transportation Demand Management (TDM) Strategy, including the proposed three-year action plan, as detailed in Document 1. CARRIED STAFF DIRECTION: As a result of questions raised at Items 1 and 2, staff were directed to circulate a memorandum submitted during the last term of Council (Strategic Plan for Bus Connections with Rail Line ACS2009-ICS-TRA-0013), which contained information with regards to movement/detours in the downtown while the LRT is under construction. 3. EAGLESON ROAD RIGHT TURN LANE EXTENSION FROM 320 METRES NORTH OF FERNBANK ROAD TO 50 METRES NORTH OF FERNBANK ROAD ACS2012-PAI-PGM-0109 KANATA SOUTH (23) REPORT RECOMMENDATION That the Transportation Committee recommend that Council approve the advancement of the design and construction of the extension of the Eagleson Road right-turn lane as described in this report with an upset limit of $1,025,000. MOTION TRC 18/2 Moved by Councillor B. Monette WHEREAS staff identified a discrepancy in the Eagleson Road Right-Turn Lane Extension report on page 15; THEREFORE BE IT RESOLVED that the Transportation Committee replace page 15 of the staff report with the revised page. CARRIED The report recommendation was then put to Committee and CARRIED, as amended by Motion 18/2. 4. 2011-2014 CITY STRATEGIC PLAN ACS2012-CMR-TRC-0004 CITY WIDE REPORT RECOMMENDATION That the Transportation Committee consider and recommend to Council, approval of Appendix B to the 2011-2014 City Strategic Plan. CARRIED CITY OPERATIONS PUBLIC WORKS 5. CITY OF OTTAWA TRANSPORTATION SYSTEM MANAGEMENT STRATEGY ACS2012-COS-PWS-0007 CITY WIDE REPORT RECOMMENDATION That Transportation Committee recommend that Council approve the Transportation System Management Strategy and Action Plan as attached in this report. Larry O’Keefe, General Manager, Public Works introduced Chris Brinkman, Manager, Traffic Operations and Phil Landry, Manager, Traffic Management and Operational Support, who provided a PowerPoint presentation overview of the staff report. A copy of their presentation is held on file with the City Clerk. The report recommendation was then put to Committee and CARRIED, as presented, with the following directions to staff: STAFF DIRECTIONS: That staff bring forward a report on before and after statistics for red light cameras. That staff report back periodically on the effectiveness of roadside speed indicators. 6. PARKING OPERATIONS, MAINTENANCE AND DEVELOPMENT BRANCH 2011 ANNUAL REPORT AND 2012 BUSINESS PLAN ACS2012-COS-PWS-0008 CITY WIDE REPORT RECOMMENDATIONS That the Transportation Committee recommend that Council: 1. Receive the Parking Operations, Maintenance and Development Branch 2011 Annual Report; and, 2. Receive the Parking Operations, Maintenance and Development Branch 2012 Business Plan. CARRIED STAFF DIRECTION: That staff provide a breakdown of the parking revenues in terms of areas of the city. CITY MANAGER’S OFFICE CITY CLERK AND SOLICITOR 7. ABANDONED SHOPPING CARTS ON CITY PROPERTY - OPTIONS ACS2012-CMR-LEG-0004 CITY WIDE REPORT RECOMMENDATION That Transportation Committee receive this report for information. MOTION TRC 18/4 Moved by Councillor T. Tierney WHEREAS abandoned shopping carts on City property can cause a nuisance for residents and visitors to the City; and WHEREAS abandoned carts on the City’s roadways are of particular concern to the City given their potential for causing obstacles, visual distractions, and other unsafe situations for users of the roadway; and WHEREAS municipalities in Ontario have used a variety of non-regulatory methods to address abandoned shopping carts on municipal property, including community involvement to track abandoned carts and report their location to retailers, educational programs to prevent the removal of carts from retail properties, and cooperative arrangements for the pick-up and retrieval of the carts by retailers; and WHEREAS there would be road safety benefits to implementing similar measures to prevent individuals from removing shopping carts from the private property on which they are being lawfully used and from abandoning them on City property; THEREFORE BE IT RESOLVED THAT staff consult with the Business Advisory Committee as well as representatives from retailers, grocers, property managers and other stakeholders to develop non-regulatory options for preventing carts from being removed from private property and abandoned elsewhere, and also for the pick-up and retrieval of abandoned shopping carts from City property, including educational programs, cooperative solutions with retailers, and community-led initiatives, together with fees for retrieval of the carts and potential costs for the City. CARRIED STAFF DIRECTION: That this be done as a pilot project in Wards 11 and 12 only and that for purposes of the pilot, the number of carts found in these two wards be recorded and reported on-line through 311 or Service Ottawa. ADDITIONAL ITEMS 8. SOMERSET STREET WEST – INSTALLATION OF BENCHES AND REFUSE CONTAINERS ACS2012-CMR-TRC-0005 SOMERSET (14) MOTION TRC 18/1 Moved by Councillor B. Monette That the Transportation Committee approve the addition of this item for consideration by the Committee at today’s meeting, pursuant to section 84(3) of the Procedure By-Law (being By-Law 2006-462). CARRIED Grace Xin, Executive Director, Chinatown BIA was present in support of the item. MOTION TRC 18/3 Moved by Councillor P. Clark WHEREAS Somerset Street West is designated a Traditional Main Street in the City’s Official Plan, which is a street where the Official Plan encourages “streetscape enhancements”; and WHEREAS the ongoing Somerset Street West Reconstruction project (ISD10-5217) is between Booth Street to the east and Preston Street to the west; and WHEREAS this project includes new distinctive benches and refuse containers; and WHEREAS this will result in a temporary discontinuity of the streetscape furnishings east of Booth Street until Somerset Street West east of Booth Street requires reconstruction; and WHEREAS the area of Somerset Street east of Booth Street is not scheduled for reconstruction in the foreseeable future; and WHEREAS the length of Somerset Street from Preston Street to Bay Street is covered by the Somerset Street Chinatown Business Improvement Area and City policies encourage a consistent look and feel in BIAs and along Main Streets; and WHEREAS without approval of this motion, the reconstruction project will leave these City policies unfulfilled; and WHEREAS the Somerset Street West Reconstruction project budget can accommodate the estimated $63,000 cost of providing distinctive benches refuse containers along the section of Somerset Street West between Booth Street and Bay Street; THEREFORE BE IT RESOLVED THAT Transportation Committee recommend Council approve up to $63,000 to provide distinctive benches and refuse containers on Somerset Street West between Booth Street and Bay Street in order to fulfill the Traditional Main Street directions contained in the Official Plan. CARRIED 9. INTERPROVINCIAL BRIDGE TRUCK STUDY ACS2012-CMR-TRC-0006 CITY WIDE MOTION TRC 18/5 Moved by Councillor R. Bloess That the Transportation Committee approve the addition of this item for consideration by the Committee at today’s meeting, pursuant to section 84(3) of the Procedure By-Law (being By-Law 2006-462). CARRIED MOTION TRC 18/6 Moved by Councillor R. Bloess WHEREAS City Council in July 2010 requested that the Interprovincial Crossing Study proponents undertake a comprehensive study of the diversion of all trucks from the KERWN corridor and that this study: i) Includes an economic analysis of such a diversion on truck traffic; ii) Includes consultation with the affected business interests; iii) Includes analysis of safety considerations of continuing to mix heavy (articulated intercity transports) trucks in the Central Area given the availability of a proposed alternative; iv) Determines how the corridors under study would provide a viable alternative for intercity heavy trucks so that all such trucks could be diverted from the KERWN corridor; v) Becomes a direct input into Phase 2B analysis; vi) Is completed prior to the selection of a recommended corridor; and vii) Completion of the truck origin-destination study for inclusion in Phase 2B. AND WHEREAS, the response to date states The National Capital Commission and its consultant team are very committed to addressing the truck traffic issues, AND WHEREAS, the consultant, Roche-Genivar, has indicated that they would undertake analysis of the impact of diversion of truck traffic as a qualitative measure rather than an economic analysis..." THEREFORE BE IT RESOLVED that the Transportation Committee recommend to Council that it reiterate its position that the proponents of the Interprovincial Crossing Study comply with Council’s July 2010 directive. CARRIED OTHER BUSINESS Recognition of Sustainable Fleet Award (Public Works) At the outset of the meeting, the Chair recognized the award presented to staff from the National Association of Fleet Administrators. The winning submission was based on the City’s Green Fleet Plan and the implementation of priority items as directed by Council. INFORMATION PREVIOUSLY DISTRIBUTED A.
