Receive the Parking Operations, Maintenance and Development Branch 2011 Annual Report; and, 2. Receive the Parking Operations, Maintenance and Development Branch 2012 Business Plan. CARRIED STAFF DIRECTION: That staff provide a breakdown of the parking revenues in terms of areas of the city. 7. ABANDONED SHOPPING CARTS ON CITY PROPERTY - OPTIONS LES CHARIOTS DES CENTRES COMMERCIAUX ABANDONNÉS SUR LES TERRAINS DE LA VILLE - OPTIONS ACS2012-CMR-LEG-0004 CITY WIDE / À L’ÉCHELLE DE LA VILLE MOTION WHEREAS abandoned shopping carts on City property can cause a nuisance for residents and visitors to the City; and WHEREAS abandoned carts on the City’s roadways are of particular concern to the City given their potential for causing obstacles, visual distractions, and other unsafe situations for users of the roadway; and WHEREAS municipalities in Ontario have used a variety of non-regulatory methods to address abandoned shopping carts on municipal property, including community involvement to track abandoned carts and report their location to retailers, educational programs to prevent the removal of carts from retail properties, and cooperative arrangements for the pick-up and retrieval of the carts by retailers; and WHEREAS there would be road safety benefits to implementing similar measures to prevent individuals from removing shopping carts from the private property on which they are being lawfully used and from abandoning them on City property; THEREFORE BE IT RESOLVED THAT staff consult with the Business Advisory Committee as well as representatives from retailers, grocers, property managers and other stakeholders to develop non-regulatory options for preventing carts from being removed from private property and abandoned elsewhere, and also for the pick-up and retrieval of abandoned shopping carts from City property, including educational programs, cooperative solutions with retailers, and community-led initiatives, together with fees for retrieval of the carts and potential costs for the City. CARRIED, as amended STAFF DIRECTION: That this be done as a pilot project in Wards 11 and 12 only and that for purposes of the pilot, the number of carts found in these two wards be recorded and reported on-line through 311 or Service Ottawa. ADDITIONAL ITEMS POINTS SUPPLÉMENTAIRE 8. SOMERSET STREET WEST – INSTALLATION OF BENCHES AND REFUSE CONTAINERS SOMERSET (14) MOTION WHEREAS Somerset Street West is designated a Traditional Main Street in the City’s Official Plan, which is a street where the Official Plan encourages “streetscape enhancements”; and WHEREAS the ongoing Somerset Street West Reconstruction project (ISD10-5217) is between Booth Street to the east and Preston Street to the west; and WHEREAS this project includes new distinctive benches and refuse containers; and WHEREAS this will result in a temporary discontinuity of the streetscape furnishings east of Booth Street until Somerset Street West east of Booth Street requires reconstruction; and WHEREAS the area of Somerset Street east of Booth Street is not scheduled for reconstruction in the foreseeable future; and WHEREAS the length of Somerset Street from Preston Street to Bay Street is covered by the Somerset Street Chinatown Business Improvement Area and City policies encourage a consistent look and feel in BIAs and along Main Streets; and WHEREAS without approval of this motion, the reconstruction project will leave these City policies unfulfilled; and WHEREAS the Somerset Street West Reconstruction project budget can accommodate the estimated $63,000 cost of providing distinctive benches refuse containers along the section of Somerset Street West between Booth Street and Bay Street; THEREFORE BE IT RESOLVED THAT Transportation Committee recommend Council approve up to $63,000 to provide distinctive benches and refuse containers on Somerset Street West between Booth Street and Bay Street in order to fulfill the Traditional Main Street directions contained in the Official Plan. CARRIED 9. INTERPROVINCIAL BRIDGE TRUCK STUDY CITY WIDE / À L’ÉCHELLE DE LA VILLE MOTION WHEREAS City Council in July 2010 requested that the Interprovincial Crossing Study proponents undertake a comprehensive study of the diversion of all trucks from the KERWN corridor and that this study: i) Includes an economic analysis of such a diversion on truck traffic; ii) Includes consultation with the affected business interests; iii) Includes analysis of safety considerations of continuing to mix heavy (articulated intercity transports) trucks in the Central Area given the availability of a proposed alternative; iv) Determines how the corridors under study would provide a viable alternative for intercity heavy trucks so that all such trucks could be diverted from the KERWN corridor; v) Becomes a direct input into Phase 2B analysis; vi) Is completed prior to the selection of a recommended corridor; and vii) Completion of the truck origin-destination study for inclusion in Phase 2B. AND WHEREAS, the response to date states The National Capital Commission and its consultant team are very committed to addressing the truck traffic issues, AND WHEREAS, the consultant, Roche-Genivar, has indicated that they would undertake analysis of the impact of diversion of truck traffic as a qualitative measure rather than an economic analysis..." THEREFORE BE IT RESOLVED that the Transportation Committee recommend to Council that it reiterate its position that the proponents of the Interprovincial Crossing Study comply with Council’s July 2010 directive.
