REPORT RECOMMENDATION
That the Transportation Committee recommend that
Council approve the advancement of the design and construction of the
extension of the Eagleson Road right-turn lane as
described in this report with an upset limit of $1,025,000.

maximal de 1 025 000 $.
Eagleson
Road between 150 metres south of Cope Road/Cadence
Gate and Fernbank Road as shown in Document 1, is
currently a two-lane rural cross-section arterial road. It is located in the
rapidly expanding Kanata South/ Bridlewood
development area. Approximately 70 per cent of the residential portion of Soho West (west of Eagleson Road and north of Fernbnak
Road) and 80 per cent of the Van Gaal lands (west of
Eagleson Road and South of Fernbank
Road) have been developed. Commercial lands within these areas have yet
to develop however, lands on the east side of Eagleson
Road, namely the Bridgestone Commercial block, have received site plan
approval and development can proceed. In the summer of 2012, SmartCentres is proposing to open a retail shopping centre
at the northwest corner of Terry Fox and Fernbank Road. The Hope Lands / Monahan Landing subdivision
located north of Hope Side Road have received Draft Plan Approval, and
construction will be commencing in 2012.
According to the 2008 Transportation Master Plan, the
section of the Eagleson Road from Cope Road/Cadence
Gate to Hope Side Road is planned to be widened to a four‑lane
urban cross‑section as a Phase 2 Project
within the period of 2016 to 2022. The arterial road works will include the
addition of one lane in each direction, bicycle lanes and sidewalks on both
sides. The rapid pace of residential development and the addition of retail
development will result in the requirement to extend the right-turn lane on Eagleson Road at Fernbank Road
in order to accommodate additional vehicular traffic. The proposed roadway
modifications will result in operational improvements for the segment of Eagleson Road between Cope Road/Cadence Gate and Fernbank Road.
Subject
modifications are within the urban area and there are no rural implications.
The extension of the right-turn lane on Eagleson Road at Fernbank Road
is considered an operational improvement and does not require public
notification or consultation.
Public Works is supportive of the report recommendation and will work with the Planning and Growth Management Department to implement the recommendation subject to approval by Council.
Councillor Hubley is
aware of the report and supports the staff recommendation.
There are no legal impediments to implementing
the recommendation in this report.
There are no risk management implications
associated with this report.
The upset limit for the modification works is
$1,025,000 (see table below for breakdown). Should Council approve the
report recommendation, initial funding for this work will be funded from
development charges and added to the 2012 Network Modification Program account
906421 including an advancement of $215,000 for the non-growth portion of the
work which will be refinanced in future. This will ensure the funding
will be consistent with the ratios identified in the Development Charges
Background Study and that the item is funded by the appropriate sources over
the long term.

The addition of a concrete sidewalk on the west side of Eagleson Road will be provided as part of the future
widening of Eagleson Road from two to four lanes.
Currently a sidewalk exists on the east side of Eagleson
Road and the intersections at Fernbank Road and Cope
Road/Cadence Gate are signalized with pedestrian crosswalks.
The
roadway modifications will be constructed to City Standards.
There are no technical implications associated with this
report.
This proposal fulfills the following City Strategic Plan objectives:
· Improve the City’s transportation network to afford ease of mobility, keep pace with growth, reduce congestion and work towards modal split targets.
· Ensure that City infrastructure required for new growth is constructed as needed to serve the growth.
