MOTION NOS. TRC 7/1, 7/2 & 7/3 - Review of the City's Encroachment By-law as it relates to Outdoor Patios.

Direction to Staff to undertake a pilot project for two full season…and to bring forward an interim report after one year… and that patio rates be reviewed globally ...and report to Committee by November 2011, including how to deal with patio charges during construction.  Approved by Council May 25, 2011.

That the report is to come back as per Recommendation 2, and include the following:
1-Historical information of how patio fee rates are established.
2-How other cities set rates for patios during construction periods.
3-An analysis across Canada as to what other cities are charging for patios and an explanation as to how staff arrived at the established rates to charge for patios in Ottawa; are their rates based on the full year or on an annualized basis?

Direction to Staff to petition the Province of Ontario for the adoption of amendments to the Highway Traffic Act that would permit the use of ownership information maintained by other jurisdictions would both facilitate the use of red light cameras and other photo-based traffic enforcement technologies in Ontario and help to ensure the uniform application of such road safety programs to all drivers on the Province’s roads.  

MOTION directing staff to:
1. request the Province of Ontario extend the information-sharing agreement to apply to red-light cameras; and
2. report back to the Transportation Committee.

MOTION NOS. MOTION  Abandoned Shopping Carts on City Property:  Direction to staff to prepare a report for Q1 2012 to examine the costs and benefits of the City establishing a program to retrieve store carts from City property, including the option to bring them to the closest City yard for storage until such time as the respective store owner claims and picks up the carts, and establish a fee for the release of the carts to help offset the costs of the program 7-Dec-11 T. Direct staff to review the original Preston Street reconstruction design plan in order to ensure that the original design was respected in terms of the light and tree standards. If there are any differences in the two, that staff make the necessary corrections and report back to Transportation Committee via memo. Approved by Council Feb. 22/12)

Direction to Staff:
1. To report back to Transportation Committee (once Lansdowne Park is operational) on whether the Transportation Demand Study modeling reflects the operation of the site;
2.  To present a briefing, for information purposes, to the Transit Commission on the Lansdowne Transportation Plans;
3.  To investigate the accessibility issues with respect to Lansdowne raised by the Accessibility Advisory Committee at the March 7th Transportation Committee meeting and respond to TRC members with their findings via memo;
4.  To create a Lansdowne Transportation Monitoring Advisory Committee, to include the ward Councillor and Chair of the City’s Transportation Committee, to help monitor parking and traffic management issues associated with the site; and that staff report back to TRC members via memo on the creation, composition and role of this group.
