REPORT RECOMMENDATION

 

That Transportation Committee recommend that Council approve the principles, decision tools, and consultation and approval methods described in this report.

 

The Committee received a joint PowerPoint presentation from Pat Scrimgeour, Manager, Transit Service Design and Dennis Fletcher of Genivar Inc., the consulting engineering firm retained to review the City’s existing policies and procedures related to bus bays.  A copy of their presentation is held on file.

 

Following staff’s response to a number of questions posed by members, the report recommendation was then put to the Committee and CARRIED.

REPORT RECOMMENDATIONS

 

That Transportation Committee recommend that Council:

 

1.                  approve the City’s road safety program, as outlined in the Safer Roads Ottawa Program report and Ottawa’s Strategic Road Safety Action Plan attached as Document 1; 

 

2.                  approve the planned initiatives for 2012 as described in the 2012 Safer Roads Ottawa workplan attached as Document 2;

 

3.                  direct  staff to work with the Province to develop a new strategic Road Safety Plan for provincial highways; and,

 

4.                  direct staff to work with the Federal Government to require vehicle manufactures to include safety features, such as external vehicle detection and anti-roll technology, in all new vehicles sold in Canada.

 

The Committee received the following written submission, a copy of which is held on file with the City Clerk:

The Committee received a joint PowerPoint presentation from John Manconi, General Manager, Public Works and Kevin Wylie, Manager, Traffic Management and Operational Support.  Attending with staff and responding to questions posed by Committee members were:  Inspector Mark Ford, Ottawa Police Services; Chief John deHooge, Ottawa Fire Services; Chief Anthony Di Monte, Ottawa Paramedic Service; and, Sherry Nigro, Manager, Health Promotion and Disease Prevention, Ottawa Public Health.  A copy of the presentation is held on file.

 

David Gladstone spoke in support of the report.

 

The report recommendation was then put to the Committee and CARRIED*.

 

*    The report will be presented to Council on 14 December 2011 in Community and Protective Services Committee Report 10A.

REPORT RECOMMENDATIONS

 

That Transportation Committee recommend that Council:

 

1.                  receive the update to the West Transitway Extension (Southwest Transitway to Pinecrest Road) Planning and Environmental Assessment Study and direct staff to proceed with the project in accordance with the approved 1996 Environmental Assessment Plan West Transitway Extension (Southwest Transitway to Pinecrest Road);

 

2.                  approve the cancellation of the acquisition program for the residential properties located on the south side of Roman Avenue; and

 

3.                  approve the interim transit improvements for the Highway 417 corridor as described in Figure 3, subject to approvals by the Ontario Ministry of Transportation, to be funded with $1.1 million from Capital Account No. 903274, which is the savings achieved from the termination of the Roman Avenue acquisition program.

 

The following public delegations were present and concurred with the Committee’s decision to carry the item on consent:

·         Paul Coma, resident of Roman Avenue

 

The report recommendation was put to the Committee and CARRIED on consent.

NOTICES OF MOTION (FOR CONSIDERATION AT SUBSEQUENT MEETING)

AVIS DE MOTION (POUR EXAMEN LORS D’UNE RÉUNION SUBSÉQUENTE)

WHEREAS shopping carts from malls create a hazard and an eyesore when taken off store property and left on City property; and,

 

WHEREAS the City spends countless hours and resources returning shopping carts to their respective stores; and,

 

WHEREAS there have been numerous reports to 3-1-1 and Councillor’s offices in this regard;

 

THEREFORE BE IT RESOLVED that the City take any carts retrieved from City property and bring them to the closest City yard for storage until such time as the respective store owner claims and picks up the carts; and,

 

BE IT FURTHER RESOLVED that a fee (suggested $20 per cart, or set by staff) be levied to the store to cover the City’s costs before their release.
