1.         PRINCE OF WALES DRIVE (FISHER AVENUE TO WOODROFFE AVENUE) ENVIRONMENTAL ASSESSMENT STUDY - RECOMMENDED PLAN

ÉTUDE D’ÉVALUATION ENVIRONNEMENTALE DE LA PROMENADE PRINCE OF WALES (DE L’AVENUE FISHER À L’AVENUE WOODROFFE) – PLAN RECOMMANDÉ

            REPORT RECOMMENDATIONS

 

That the Transportation Committee recommend that Council:

 

1.                  Receive the results of the Prince of Wales Environmental Assessment Study as proposed in document 1;

 

2.                  Direct staff to finalize the Environmental Study Report and proceed with its posting for the 30-day public review period in accordance with Ontario Municipal Class Environmental Assessment, Schedule "C" process;

 

3.                  Direct staff to work with the National Capital Commission to fulfill the requirements of the Canadian Environment Assessment Act in accordance with the principles of the Environment Study Report; and

 

4.                  Direct staff to undertake necessary property acquisition for the construction of Prince of Wales Drive, in line with the timing identified in the Transportation Master Plan and through the annual Capital Budget Process.

 

Vivi Chi, Manager, Transportation Planning introduced Frank McKinney, Program Manager, Transportation Planning and Andrew Harkness, Project Manager, Morrison Hershfield, who provided a PowerPoint presentation overview of the staff report.  A copy of their presentation is held on file with the City Clerk.

The following delegations spoke to the Committee regarding their concerns about the proposed recommended plan.  Items of concern included:

·         road alignment and the impact on property values and the urban forest

·         access to and from existing properties

·         noise and noise attenuation measures

·         expropriation

·         traffic diversion into other neighbourhoods

·         vibrations caused by increased truck traffic

MOTION TRC 8/1

 

Moved by Councillor P. Clark

 

WHEREAS, there has been significant concern shown by residents living along the proposed widened Prince of Wales, as to the placement and design of noise barriers on the portion of the project which runs through ward 9.

 

AND WHEREAS, the current Environmental assessment report references both options A and B with regard to noise barrier placement and design on the portion of Prince of Wales that runs through ward 9.

 

AND WHEREAS, option B has been confirmed by staff that it is equally viable to build from an engineering perspective as is option A.

 

AND WHEREAS, the residents of ward 9 impacted by the road widening have let it be known to city staff that option B is their preferred option.

 

THEREFORE BE IT RESOLVED, that staff be directed to advocate in discussions with the NCC the implementation of option B with regard to noise barrier placement and design on Prince of Wales.

 

BE IT FURTHER RESOLVED that staff be directed to undertake further detailed studies pertaining to the noise fence options to address design, cost, and visual impact.

MOTION TRC 8/2

 

Moved by Councillor P. Clark

 

WHEREAS, the current proposal for road design set out in the Prince of Wales Environmental assessment report contemplates significant expropriation of residents’ land.

 

AND WHEREAS, the city strives to expropriate as little private property as possible as a result of construction projects.

 

THEREFORE BE IT RESOLVED, that the recommendations for road alignment and design set out in the design review report provided by Delcan and dated May 27, 2011 (scenario #1) be incorporated into the current Environmental assessment report, such that it amends the current proposed alignment design, with the objective of avoiding any property acquisition within the Waterford, Amberwood and Yewfield area.

That as part of the design process, City staff review opportunities for berming and landscaping to provide some green screening to homes adjacent to Prince of Wales, including additional planting opportunities along the stormwater ponds.

That staff be directed to work with the owner of 2175 Prince of Wales to determine a means of providing all directional access to the site through the site plan process.

            The report recommendations, as amended by Motions TRC 8/1, 8/2, 8/3, 8/4, 8/5, 8/6 and 8/7 and set out below, were then put to Committee and CARRIED.

 

That the Transportation Committee recommend that Council:

WHEREAS communities all across Ottawa are raising traffic issues (speeds and volumes) on an increasing basis, and

 

WHEREAS the bureaucratic process to implement traffic controls and traffic calming measures is overly burdensome and time consuming,

 

THEREFORE BE IT RESOLVED that staff present a revised process to eliminate the need for any environmental assessments and red tape and that the final decision rests with the ward councillor.
