INSTALLATION OF TRAFFIC CONTROL SIGNAL AT OTTAWA ROAD 174 AND CANAAN Road

 

 

OBJET :

INSTALLATION D’UN FEU DE CIRCULATION À L’ANGLE DE LA ROUTE 174 ET DU CHEMIN CANAAN

 

 

REPORT RECOMMENDATIONS

 

That the Transportation Committee recommend Council approve the installation of a Traffic Control Signal at the intersection of Ottawa Road 174 and Canaan Road, subject to:

 

1.                  The City of Ottawa, United Counties of Prescott-Russell and the City of Clarence-Rockland paying one third each the cost to install the traffic control signal and street lighting;

 

2.                  That funds for the City portion in the amount of $86,669 be transferred from account 904464, New Traffic Control Signals Program – Bank and Parkway to a new capital account New Traffic Signal Ottawa Road 174 and Canaan Road with a total budget of $260,000;

 

3.                  The City of Ottawa and the City of Clarence-Rockland each paying 50% of the annual maintenance and operating costs of the traffic control signal and streetlighting until such a time that this location meets the warrants for a traffic control signal, at which time, the City of Ottawa would pay 100% of the costs of the traffic signal and of the streetlighting within its boundary; and

 

4.                  Execution by the General Manager, Public Works, of an Agreement, which has already been signed by Prescott-Russell and Clarence-Rockland, and which with appropriate payment, liability and indemnification provisions implements the requirements of recommendations 1 and 3.

 

 

RECOMMANDATIONS DU RAPPORT

 

Que le Comité des transports recommande au Conseil d’approuver l’installation d’un feu de circulation à l’angle de la route 174 et du chemin Canaan, sous réserve que :

 

1.         La Ville d’Ottawa, les Comtés unis de Prescott et Russell ainsi que la Ville de Clarence-Rockland paient chacun un tiers du coût pour installer le feu de circulation et l’éclairage de rues;

 

2.         La somme payée par la Ville, c’est-à-dire 86 669 $, soit transférée du compte 904464 –  Nouveaux feux de circulation – Bank et Parkway à un nouveau compte de capital – Nouveau feu de circulation route 174 et chemin Canaan – avec un budget total de 260 000 $;

 

3.         La Ville d’Ottawa et la Ville de Clarence-Rockland paient chacune 50 % de l’entretien annuel et des frais de fonctionnement du feu de circulation et de l’éclairage de rues jusqu’à ce que l’emplacement en question respecte les mandats pour un feu de circulation, moment où la Ville d’Ottawa paierait 100 % des coûts du feu de circulation et de l’éclairage de rues à l’intérieur des limites de la ville; et

 

4.         Le directeur général, Travaux publics, signe une entente, que les Comtés unis de Prescott et Russell ainsi que la Ville de Clarence-Rockland ont déjà signée, renfermant des dispositions appropriées en matière de paiement, de responsabilité et d’indemnisation et donnant suite aux exigences énoncées aux recommandations 1 et 3.

 

BACKGROUND

 

The United Counties of Prescott-Russell and City of Clarence-Rockland have requested that the City of Ottawa install a traffic control signal, with the necessary streetlighing, at the intersection of Ottawa Road 174 and Canaan Road.  The two municipalities have agreed to share the costs of the installation of the traffic control signal with the City of Ottawa, whereby, each municipality would pay one third the cost of installation.   The approved resolutions requesting the installation of the traffic control signal from each Council are attached as Documents 1 and 2.

 

 

DISCUSSION

 

The intersection of Ottawa Road 174 and Canaan Road is located just inside the easterly boundary of the City of Ottawa.  This four-way intersection with stop control facing north/south traffic on Canaan is supplemented with an overhead-flashing beacon (red indications facing Cannan and amber indication facing Ottawa Road 174).  Ottawa Road 174 in the vicinity of Canaan Road is a 2-lane undivided roadway with a posted speed limit of 90 km/hr.  On eastbound approach to intersection, both left turning and right tuning lanes are present.  On the westbound approach, a left-turn lane is present.  Canaan Road is a 2-lane undivided roadway with a posted speed limit of 70 km/hr.

 

This section of roadway is a major intersection in the City of Ottawa east end. Although the bulk of the City’s population reside in the urban area, a strong percentage of Ottawa’s collisions and fatalities still occur on rural roads. Over the years nearly 45% of the fatal collisions on Ottawa’s rural roads were attributed to overtaking other vehicles or crossing the centre line. Over the last few months I have been contacted by area residents and was made aware of the challenges at the intersection of Ottawa Road 174 and Canaan Road.

 

This intersection plays a vital role in providing access to the neighbouring City of Clarence-Rockland and to the United Counties of Prescott and Russell and when accidents do occur it does create gridlock and impacts City of Ottawa roadways such as Willhaven Drive and Cumberland Village.

 

Elected members and staff of both the United Counties of Prescott-Russell and City of Clarence-Rockland have contacted myself and staff of the City of Ottawa.  All parties have agreed that a cooperative approach to financing a solution at this intersection was required.

 

Both Clarence-Rockland and the United Counties of Prescott and Russell have now passed resolutions that support this cooperative solution.  The installation of the traffic control signals and streetlighting will help mitigate collisions and reduce traffic fatalities on this roadway and improve traffic conditions flowing east and west.

 

The cooperative model of financing this initiative would be a first for the City of Ottawa.

 

 

CONSULTATION

 

Public Works

 

Although this location does not meet the warrants for a traffic control signal, the latest study undertaken in 2008 indicates that the warrants for a traffic control signal are 89% satisfied. This ranks number 13 of the 77 locations that were reviewed in 2008.  Traffic volumes at the intersection will continue to grow and at some point will satisfy the warrants.  At that time, since the intersection is within the City of Ottawa, all costs for the traffic control signal and the streetlights within the City of Ottawa’s boundaries will be borne by the City of Ottawa.

 

Public Works does not object to the installation of the traffic control signal at this intersection.

 

 

LEGAL/RISK MANAGEMENT IMPLICATIONS

 

There are no Legal/Risk Management impediments to the implementation of this Report’s recommendations.

 

 

FINANCIAL IMPLICATIONS

 

The estimated cost to install the traffic control signal and street lighting is $260,000.  Funds to pay for the City’s portion of the installation costs ($86,669) are available in the 2007 Capital Budget under Order Number 904464, New Traffic Control Signals Program – Bank and Parkway for transfer to a new capital account New Traffic Signal Ottawa Road 174 and Canaan Road.

 

The annual maintenance and operating impact of this traffic signal installation are estimated at $10,500 ($9,000 for traffic control signals and  $1,500 for street lighting).  Until the traffic control signals are warranted, the City of Ottawa will fund 50% of these costs, which will be requested in the 2010 Operating Budget.

DISPOSITION

 

Should Council approve the recommendations set out in this report, City staff will complete the agreement with the United Counties of Prescott-Russell and the City of Clarence-Rockland then install the traffic control signal and streetlighting, which would be operational by the Fall of 2009.
