REPORT RECOMMENDATIONS

 

That the Transportation Committee review and discuss the service areas’ performance results, as outlined in the Table of Contents of the Quarterly Performance Report to Council Q1, January – March 2009, as directed by Corporate Services and Economic Development Committee at its meeting of 7 July 2009.

Que le comité des transports examine et discute les résultats sur le rendement des secteurs de service, tel qu’il est énoncé dans la Table des matières du Rapport trimestriel sur le rendement présenté au Conseil – 1er trimestre janvier - mars 2009 comme demander par le Comité des services organisationnels et du développement économique lors de sa réunion du 7 juillet 2009.

 

 

BACKGROUND

 

Corporate Services and Economic Development Committee, at its meeting held on 7 July 2009, received the Quarterly Performance Report to Council Q1 January – March 2009, and referred it to the various Standing Committees for further review and discussion of the service areas’ performance results, as outlined in the Table of Contents.  See Document 1 - ACS2009-COS-ODP-0003.

This item will be advertised in the local dailies as part of the Public Meeting Advertisement on Friday preceding the Transportation Committee Meeting.

There are no financial implications since this is a review only.

·        Community and Protective Services Committee – September 3, 2009

·        Transit Committee – September 1, 2009

 

2.         That discussion of the report take place at the CSEDC meeting on August 24; and

 

3.         That Council receive the report for information on September 9 once it has been reviewed by standing committees.

DISCUSSION

 

The Quarterly Performance Report to Council is an important component of the City’s accountability framework. Accountability is fundamental to good governance.

 

This Quarterly Performance Report to Council Q1: January – March 2009, provides measures from a broad cross-section of service areas to the public.  This report provides information on how the City is performing relative to its established standards, as well as information on changes in performance over time.  The Quarterly Performance Report includes:

·        Outcome measures (e.g., percentage of waste diverted from landfill);

·        Service measures (e.g., calls for service requests and call volumes);

·        Output measures (e.g., the number of food premise inspections);

·        Efficiency measures (e.g. cost per lane kilometre for road maintenance); and,

·        Customer service measures (e.g., on-time transit service performance).

 

This is the twelfth Quarterly Performance Report to Council and covers the reporting period between January and March 2009. It provides performance measures for services within the following Departments:

·        Building Code Services

·        Transit Services

·        Solid Waste Services

·        Fleet Services

·        Community and Social Services

·        Fire Services

·        Social Housing and Shelter Management

·        Parks, Recreation and Cultural Services

·        By-Law and Regulatory Services

·        Public Health

·        Ottawa Police Service

·        Ottawa Public Library

·        Planning

·        Communications and Customer Service

·        Ottawa Paramedic Service

·        Road and Traffic Operations and Maintenance

·        City Wide Transportation

DISCUSSION

 

Le Rapport trimestriel sur le rendement présenté au Conseil de la Ville d’Ottawa est un élément fondamental du cadre de responsabilisation de la Ville. Or, la responsabilisation est essentielle pour assurer une bonne gouvernance.

 

Le présent rapport trimestriel vise la période allant de janvier à mars 2009 et se rapporte à un vaste échantillon de secteurs de service à la clientèle. Il renferme des renseignements sur le rendement de la Ville par rapport à ses normes, ainsi que des renseignements sur le rendement au fil du temps. Le rapport trimestriel sur le rendement inclut :

 

 

Le présent rapport trimestriel sur le rendement est le 12e rapport du genre présenté au Conseil et il porte sur la période allant de janvier à mars 2009. Il fournit une mesure du rendement pour les services suivants :
