That the Transportation Committee consider, for recommendation to Council, the applicable 2004 Draft Operating Budget and 2004 Draft Capital Budget, as amended by the following:

 

2004 DRAFT OPERATING BUDGET - Transportation, Utilities and Public Works - Schedule 3 – Service Reductions – Enhanced Service Standard Reductions

 

Re: Road and Sidewalk Operations, Road Maintenance & Boulevard Cleanliness:

1.                  That Item TW3.14 (Page 234 of the 2004 Draft Operating Estimates) – “Eliminate the painting of stop bars and crosswalk markings on residential streets” - not be approved.

 

Re: Traffic Safety, Investigation and Studies:

2.                  That Item TW3.24 (Page 238 of the 2004 Draft Operating Estimates) – “Eliminate grant fro Children’s Safety Village (Ottawa-Carleton Safety Council)” – not be approved.

 

Re: Active and Alternative Transportation Facilities:

3.                  That Item TW3.27 (Page 239 of the 2004 Draft Operating Estimates) – “Reduce the Transportation Demand Management (TDM) Outreach Program (including cycling and walking encouragement and educational initiatives)” – not be approved.

 

Re: Transit Services – Public Transit – Customer Service and Customer Information

4.                  That Item TW3.29 (Page 240 of the 2004 Draft Operating Estimates) – “Reduce the quantity of route timetables printed and distributed” – out of the $61,000 proposed reduction $32,000 not be approved.

Re: Road and Sidewalk Operations – Road Maintenance & Boulevard Cleanliness

5.                  That Item TW3.44 (Page 251 of the 2004 Draft Operating Estimates) – “Eliminate the removal of non-offensive graffiti such as tagging, spray painted signs, etc., from roadside, City property such as traffic boxes, signs, bridge structures, etc. and continue to remove only hate and offensive graffiti” – not be approved.

 

6.                  That Item TW3.46 (Page 251 of the 2004 Draft Operating Estimates) – “Eliminate routine maintenance of roadside ditches adjacent to rural roads” – not be approved.


 

Re: Sidewalk and Pathway Operations

7.                  That Item TW3.48 (Page 252 of the 2004 Draft Operating Estimates) – “Eliminate winter damage repairs to the right-of-way (City boulevards and City-owned property adjacent to sidewalks) damaged by winter snow clearing operations” – not be approved.

 

8.                  That Item TW3.50 (Page 252 of the 2004 Draft Operating Estimates) – “Eliminate the practice of repairing discontinuous sections of concrete sidewalks” – not be approved.

9.                  That Item TW3.52 (Page 253 of the 2004 Draft Operating Estimates) – “Eliminate Adult School Crossing Guard Program (all 22 locations)” – not be approved.

 

Re: Transit Services – Public Transit

10.              That Item TW3.53 (Page 254 of the 2004 Draft Operating Estimates) – “Reduce hours of operation of the telephone transit information call centre; reduce staffing levels during the hours that the call centre is open; and reduce staffing levels responding to e-mail enquiries” – not be approved.

 

11.              That Item TW3.54 (Page 254 of the 2004 Draft Operating Estimates) –“Reduce the interior bus cleaning program from two to one cleaning per year” – not be approved.

 

12.              That Item TW3.55 Stage Two (Pages 255-258 of the 2004 Draft Operating Estimates) – “Reductions of hours of service or complete elimination of selected routes, which have poor financial performance, low ridership, or convenient alternatives available” – not be approved.

 

13.              That Item TW3.56 Stage Three (Pages 258-262 of the 2004 Draft Operating Estimates) – “Reductions of hours of service or complete elimination of selected routes, which have poor financial performance, low ridership, or convenient alternatives available” – not be approved.

 

 

2004 DRAFT CAPITAL BUDGET - Transportation, Utilities and Public Works

 

Re: Cycling Program

14.              That Order No. 903022 (Page 338 of the Draft Capital Budget– 2004 Detailed Project Listing) – Cycling Program – Education and Promotion, to accommodate the Cycling Promotion Project, be funded from the TDM Works-in-Progress.

 

15.              That, when the $17 million Federal Goods and Services Tax (GST) arrive, a part of it be applied to restore the capital costs associated with growth for the transit system.

 

16.              That the following motion be referred to staff for a report to Committee for consideration for the 2005 Budget:

That the Urban Transit Area (UTA) be expanded to include all areas, which currently receive an urban transit service standards; and that the additional revenues be included in the 2004 Budget.

2.         ROAD SAFETY AUDIT

Referred from Transportation committee meeting 4 feb 04       

 

WHEREAS the widening of Bronson Avenue in front of Carleton University has produced a nine lane intersection at Sunnyside and Bronson and average speeds above 70 km/h in front of the university;

 

AND WHEREAS this corridor is a heavily traveled pedestrian crossing for Carleton students and other users of Carleton's facilities;

 

AND WHEREAS there have been 2 fatalities in the four years since the road was widened in front of Carleton University and several serious injuries;

 

AND WHEREAS statistics show that the severity of accidents jumps with every 10 km/hr of increased speed;

 

BE IT RESOLVED that the staff of the City of Ottawa commence immediately a road safety audit to bring improvements to the Bronson corridor in front of Carleton University.
