CONFIRMED COMMUNICATIONS Responses to Inquiries: * OTC 04-12 – Acquisition of Hybrid Buses and Maintenance Costs (Bloess) * OTC 06-12 – Reporting of Fuel Usage (OC Transpo) (Tierney) RECEIVED PRESENTATIONS 1. CHAIR’S UPDATE CITY WIDE The Commission received an update from Chair Deans in which she highlighted the following: * The pending O-Train expansion (summer 2013) * Additional transit service that was provided while sinkhole repairs were being carried out on Highway 174 and affecting traffic * New transit-related Apps gallery on the OC Transpo website RECEIVED 2. UPDATE FROM THE GENERAL MANAGER, TRANSIT SERVICES CITY WIDE John Manconi, General Manager of Transit Services, provided updates on the following: * recent long-service awards to transit employees * The double-decker bus project Marian Simulik, City Treasurer, also answered questions about the City’s Purchasing By-law and the process for maintaining a parts inventory and selling surplus. RECEIVED CITY MANAGER’S OFFICE CITY CLERK AND SOLICITOR 3. 2012 OPERATING AND CAPITAL BUDGET Q2 – TRANSIT COMMISSION STATUS REPORT ACS2012-CMR-FIN-0037 CITY WIDE Marian Simulik, City Treasurer, provided an overview of the report. John Manconi, General Manager of Transit Services and Pat Scrimgeour, Manager, Transit Service Planning and Reporting, were also present to respond to questions from Commission members. REPORT RECOMMENDATIONS 1. That the Transit Commission receive this report for information. RECEIVED 2. That the Transit Commission recommend that Council authorize the closing of capital project 900292 Bus Equipment Replacement Program and the return of the remaining funding of $1.1 million to the Transit capital reserve fund. CARRIED CITY OPERATIONS TRANSIT SERVICES 4. Q2 2012 TRANSIT SERVICES PERFORMANCE REPORT ACS2012-COS-TRA-0011 CITY WIDE Pat Scrimgeour, Manager, Transit Service Planning and Reporting, provided a PowerPoint overview of the report. A copy of the presentation is held on file. John Manconi, General Manager of Transit Services, was present to respond to questions. Commission received the following written submissions, copies of which are held on file with the City Clerk: * Emails dated 21 and 25 September 2012 from Klaus Beltzner * Email dated 23 September 2012 from Michel Haddad REPORT RECOMMENDATION That the Transit Commission receive this report for information. RECEIVED DIRECTION TO STAFF: That staff report on safety measures in all future quarterly transit services performance reports. ADDITIONAL ITEM MOTION OTC 27/1 Moved by Commissioner K. Egli: That the Transit Commission approve the addition of this item for consideration by the committee at today’s meeting, pursuant to section 84(3) of the procedure by-law. * Support for Bill C-402 -  An Act to amend the Criminal Code (Public Transportation Workers) CARRIED 5. SUPPORT FOR BILL C-402 – AN ACT TO AMEND THE CRIMINAL CODE (PUBLIC TRANSPORTATION WORKERS) MOTION OTC 27/2 Moved by Commissioner K. Egli: WHEREAS the rise in assaults against public transit workers has been identified as an industry-wide problem for several years; and WHEREAS all members of the public transit industry – unions and management alike – recognize the need to protect transit workers; and WHEREAS a Private Member’s Bill in the House of Commons calling for changes to the Criminal Code of Canada with more appropriate protection for transit workers while engaged in the performance of their duty (Bill C-402) was introduced and received First Reading in February 2012; and WHEREAS the Canadian Urban Transit Association (CUTA) supports this Bill proceeding through the legislative process and becoming law, and OC Transpo is a member of this organization; THEREFORE BE IT RESOLVED that the Transit Commission communicate its support for Bill C-402 to the Prime Minister, the Attorney General, the leaders of the Opposition and the Bill’s sponsor, Peter Julian, M.P. (Burnaby-New Westminster). CARRIED INQUIRIES Chair Deans raised the following two Inquiries: * “Please conduct a cost/benefit analysis of OC Transpo removing the glass from the bus shelters in the spring and re-installing the glass in the fall on an annual basis, and report back to the Transit Commission with the findings. ” * “Can OC Transpo conduct a review to determine if there is interest by the private sector to install / construct coffee kiosks, either mobile or fixed, at major transit stations? The review would involve the issuance of a request for interest, and should there be sufficient interest, a request for proposals would then be issued. Please report back to the Transit Commission with the findings of the review. ” Commissioner Bloess raised the following Inquiry: “What is the current policy on cleaning transit shelters?
