CONFIRMATION OF MINUTES Minutes 21 of 23 April 2012 and Minutes 22 of Special Meeting of 4 May 2012 were confirmed. CHAIR’S ITEMS 1. CHAIR’S UPDATE CITY WIDE The Commission received an update from Chair Deans in which she highlighted the following: * A technical briefing to occur that afternoon on the PRESTO card * Training of OC Transpo operators on the PRESTO system * Feedback obtained from the PRESTO Friends and Family initiative * OC Transpo employee recognitions * OC Transpo staff participation in ‘Give Back to School Day’ CITY OPERATIONS TRANSIT SERVICES 2. UPDATE FROM THE GENERAL MANAGER, TRANSIT SERVICES CITY WIDE The Commission received an update from John Manconi, General Manager of Transit Services, in which he highlighted the upcoming technical briefing on PRESTO, and the pending discussion on the Transit Services Departmental Priorities report (on this agenda). 3. TRANSIT SERVICES DEPARTMENTAL PRIORITIES – 2012 (EN) ACS2012-COS-TRA-0006 CITY WIDE REPORT RECOMMENDATION That the Transit Commission receive this report for information. The following staff responded to questions from Commissioners about this report: Steve Kanellakos, Deputy City Manager, City Operations; John Manconi, General Manager of Transit Services; and, Pat Scrimgeour, Manager of Transit Service Planning and Reporting. The Commission heard from the following delegations: * David Jeanes and Chris Bradshaw both raised concerns about some of the priorities and commented on information they each felt should have been in the report. * David Gladstone spoke in support of the report content. The report recommendation was then put to the Commission and RECEIVED. 4. TRANSIT SERVICES BY-LAW AMENDMENTS (REGULATORY REQUIREMENTS FOR FARE INSTRUMENTS) ACS2012-COS-TRA-0005 CITY WIDE REPORT RECOMMENDATIONS That the Transit Commission recommend that Council: 1. Approve the amendments to the Transit By-law (2007-268, as amended) as described in this report and as set out in Document 1; and, 2. Authorize the General Manager, Transit Services, to place amending by-laws directly on Council’s agenda for enactment when required to effect the required administrative changes related to the implementation of the Presto smart card, including repealing fare instruments that are no longer required. CARRIED CITY MANAGER’S OFFICE CITY CLERK AND SOLICITOR DEPARTMENT 5. 2011–2014 CITY STRATEGIC PLAN ACS2012-CMR-OTC-0009 CITY-WIDE REPORT RECOMMENDATION That the Transit Commission consider and recommend to Council, approval of Appendix F to the 2011-2014 City Strategic Plan. CARRIED CITY TREASURER AND FINANCE 6. 2012 OPERATING AND CAPITAL BUDGET Q1 – TRANSIT COMMISSION STATUS REPORT ACS2012-CMR-FIN-0019 CITY-WIDE REPORT RECOMMENDATION That the Transit Commission receive this report for information. John Manconi, General Manager of Transit Services, and Marian Simulik, City Treasurer, responded to questions from Commissioners. The Commission then RECEIVED the report as presented. INFORMATION PREVIOUSLY DISTRIBUTED A. FACILITY RENOVATION – OC TRANSPO ADMINISTRATION BUILDING – 1500 ST. LAURENT ACS2012-COS-TRA-0007 ALTA VISTA (18) RECEIVED INQUIRIES Councillor R. Bloess raised the following Inquiry: “Who authored the report in favour of acquiring hybrid buses? How do the maintenance costs of hybrids compare to Next Generation (NG) buses in other fleets, other than NYC?” Councillor T. Tierney raised the following Inquiry: “What has the fuel consumption been for the past five years, i.e., litres and cost?
