That the Transit Committee receive this report for further review and discussion of the service areas’ performance results, as outlined in Document 1.

BACKGROUND

Corporate Services and Economic Development Committee, at its meeting held on 2 March 2010, received the Quarterly Performance Report to Council Q4 October 1 – December 31, 2009, and referred it to the various Standing Committees for further review and discussion of the service areas’ performance results, as outlined in the Table of Contents. See Document 1 - ACS2010-COS-ODP-0003.

CONSULTATION

This item will be advertised in the local dailies as part of the Public Meeting Advertisement on Friday preceding the Transit Committee Meeting.

FINANCIAL IMPLICATIONS

There are no financial implications since this is a review only.

DISCUSSION

The Quarterly Performance Report to Council is an important component of the City’s accountability framework. Accountability is fundamental to good governance.

This Quarterly Performance Report to Council Q4: October 1 - December 31, 2009 provides measures from a broad cross-section of service areas to the public. This report provides information on how the City is performing relative to its established standards, as well as information on changes in performance over time. The Quarterly Performance Report includes:

• Outcome measures (e.g., percentage of waste diverted from landfill);
• Service measures (e.g., calls for service requests and call volumes);
• Output measures (e.g., the number of food premise inspections);
• Efficiency measures (e.g., cost per lane kilometre for road maintenance); and,
• Customer service measures (e.g., on-time transit service performance).

This is the fifteenth Quarterly Performance Report to Council and covers the reporting period
between October 1 and December 31, 2009. It provides performance measures for services within the following service areas:

• Transit Services
• Solid Waste Operations
• Planning
• Building Code Services
• Ottawa Police Service
• Community and Social Services – Employment and Financial Assistance
• Fire Services
• Social Housing and Shelter Management
• Parks, Recreation and Cultural Services
• By-Law and Regulatory Services
• Ottawa Paramedic Service
• Ottawa Public Library
• Fleet Services
• Communications and Customer Service
• Road and Traffic Operations and Maintenance
• Transportation Planning
• Infrastructure Services

DISCUSSION

Le Rapport trimestriel sur le rendement présenté au Conseil est un élément important du cadre de responsabilisation de la Ville. La responsabilisation est essentielle à une bonne gouvernance.

L’auteur de ce rapport fournit différentes mesures du rendement pour un large éventail de secteurs de services offerts au public ainsi que divers renseignements sur le rendement de la Ville par rapport à ses normes établies et les changements survenus au fil du temps en ce qui a trait à son rendement. Voici les secteurs visés par ces mesures du rendement :

• Résultats (p. ex. le pourcentage des déchets réacheminés des décharges);
• Service (p. ex. les appels pour des demandes de service et les volumes d’appels);
• Production (p. ex. le nombre d’inspections effectuées dans les services alimentaires);
• Efficience (p. ex. le coût d’entretien des routes par kilomètre de voie);
• Service à la clientèle (p. ex. la ponctualité du service de transports en commun).

Le Rapport trimestriel sur le rendement présenté au Conseil pour le 4^e trimestre : 1^er octobre au 31 décembre 2009 est le quinzième rapport du genre à être produit. Il contient des mesures du rendement pour les services offerts par les directions suivantes :

• Services de transport en commun
• Services de gestion des déchets solides
• Urbanisme
• Services du code du bâtiment
• Service de police d’Ottawa
• Services sociaux et communautaires – services d’emploi et d’aide financière
