REPORT RECOMMENDATIONS

1. That the Corporate Services and Economic Development Committee receive the attached report at its November 3, 2009 meeting and refer it for further review and discussion at the following standing committee meetings:

· Planning and Environment Committee – November 10, 2009

· Transit Committee – November 18, 2009

· Community and Protective Services Committee – November 19, 2009

· Transportation Committee – December 2, 2009

2. That discussion of the report take place at the CSEDC meeting on December 1, 2009; and

3. That Council receive the report for information on December 9, 2009 once it has been reviewed by standing committees.

DISCUSSION

The Quarterly Performance Report to Council is an important component of the City’s accountability framework. Accountability is fundamental to good governance.

This Quarterly Performance Report to Council Q2: April - June 2009, provides measures from a broad cross-section of service areas to the public. This report provides information on how the City is performing relative to its established standards, as well as information on changes in performance over time. The Quarterly Performance Report includes:

• Outcome measures (e.g., percentage of waste diverted from landfill);
• Service measures (e.g., calls for service requests and call volumes);
• Output measures (e.g., the number of food premise inspections);
• Efficiency measures (e.g., cost per lane kilometre for road maintenance); and,
• Customer service measures (e.g., on-time transit service performance).

This is the thirteenth Quarterly Performance Report to Council and covers the reporting period
between April and June 2009. It provides performance measures for services within the following Departments:

• Transit Services
• Solid Waste Operations
• Planning
• Building Code Services
• Police Services
• Community and Social Services – Employment and Financial Assistance
• Fire Services
• Social Housing and Shelter Management
• Parks, Recreation and Cultural Services
• By-Law and Regulatory Services
• Ottawa Public Health
• Ottawa Public Library
• Paramedic Services
• Fleet Services
• Communications and Customer Service
• Road and Traffic Operations and Maintenance
• Transportation Planning
• Infrastructure Services
