DISCUSSION: ADVISORY COMMITTEE RENEWAL TO SUPPORT COUNCIL’S TERM OF COUNCIL PRIORITIES DISCUSSION : RENOUVELLEMENT DES COMITÉS CONSULTATIFS AFIN DE SOUTENIR LE MANDAT DU CONSEIL Members expressed concern that the new Environmental Stewardship Advisory Committee would not sufficiently represent transit or pedestrian issues although they did agree that needing more expertise on Advisory Committees is important. The Committee moved the following motion: Moved by B. Geiger WHEREAS the Pedestrian and Transit Advisory Committee deals with a wide variety of pedestrian and transit-user issues at each of its 10 annual meetings and provides resources to support City Staff, and; WHEREAS advice on “Roads” has no representation in the proposed structure, and; WHEREAS the proposed Environmental Stewardship Advisory Committee will have a much broader scope of responsibilities, and will only meet quarterly; THEREFORE BE IT RESOLVED that the Pedestrian and Transit Advisory Committee expresses concern that the new Environmental Stewardship Advisory Committee will not have the ability to deal with pedestrian and transit-user issues in a sufficient level of detail and in a timely fashion, and; THEREFORE BE IT FURTHER RESOLVED that PTAC believes it is essential that an additional “Ottawa Moves Advisory Committee” be established to provide advice on pedestrian, roads, cycling and transit-user issues. This additional Advisory Committee is supportive of the following Term of Council Priorities: * TM1 - Ensure sustainable transit services * TM3 - Provide infrastructure to support mobility choices * TM4 - Promote alternative mobility choices * GP3 - Make sustainable choices CARRIED Action: Coordinator will forward the above motion to the Joint Finance and Economic Development Committee and Governance Renewal Sub-Committee for consideration UPDATES MISES À JOUR 2. STAFF UPDATES MISES À JOUR DU PERSONNEL Steven Boyle, Senior Project Manager, provided the committee with updates on the following: * Ottawa Cycling Plan * Ottawa Pedestrian Plan * Transportation Master Plan * Infrastructure Master Plan * New Development Charge By-Law * Downtown Moves * Pedestrian overpasses * Purchase of Land in Kanata for a New Park and Ride * Map Outlining Crosswalk Usage in the Downtown Core ITEMS OF BUSINESS POINTS À L’ORDRE DU JOUR 3. SUB-COMMITTEE UPDATES MISES À JOUR DES SOUS-COMITÉS > Analysis of Several Transit Stations / Études de plusieurs stations de transport * Member Geiger provided a detailed report on various transit stations highlighting specific issues with access, inadequate attraction information and signage advertised, lighting and structural concerns. Action: Coordinator will forward Member Geiger’s report to appropriate staff. > Sidewalk Impediments for Pedestrians along Bank Street / Risques pour les piétons sur la rue Bank Moved by M. Bottomley WHEREAS Bank Street is an iconic institution, tourist destination, and pedestrian corridor, and; WHEREAS the Pedestrian and Transit Advisory Committee has previously advised the Transportation Committee and Council that advertising signs on the Bank Street sidewalks create obstructions to pedestrian movement, and; WHEREAS smoothly flowing pedestrian traffic is an integral part of the Bank Street ambiance, BE IT RESOLVED THAT the Pedestrian and Transit Advisory Committee recommend that the Bank Street sidewalk obstructions particularly the BIA (Pattison) advertising monoliths be removed. CARRIED Comments were submitted from Bill Brown on 3 August 2012 and are held on file. Action: Coordinator will forward the comments received from Mr. Brown and the approved motion to the appropriate staff for consideration.
