Functional and Preliminary Design
Project Commencement Notice
Public Advisory Committee
The Construction Services Division-West of
the City of Ottawa has initiated a Functional and Preliminary Design assignment
to define improvements for Bank Street between the Rideau Canal and Wellington
Street. This project is being planned
under Schedule “B” of the Municipal Class EA Planning and Design Process as
presented in the “Municipal Class Environmental Assessment; June 2000” as
prepared by the Municipal Engineers Association.
The
assignment will provide the City with a detailed scope of work,
functional/preliminary designs and secure environmental clearance for the
project in advance of detailed design and tender preparation.
Within the noted limits, the following
requirements have been identified:

Rehabilitation/replacement
of the watermain.
·
Rehabilitation/replacement
of the sanitary, storm and combined sewers.
·
Rehabilitation/replacement
of the road structure and sidewalks.
·
Rehabilitation/replacement
of the traffic control signal system and street lighting.
·
Identify
modifications and select corridors as required for private utilities.
Using
the Downtown Urban Design Strategy 2020 as a basis, the City will develop a
Streetscape Plan.
The project will also provide an opportunity
to identify and implement minor traffic operational improvements, transit
priority measures, changes to the roadway cross-sectional elements and other
features deemed beneficial to the project.
The City has retained the services of Cumming
Cockburn Limited (CCL) and David McManus Engineering Ltd. (DME), through a
joint venture, to complete this assignment.
The Senior Project Manager is Mr. David Hatton of CCL, while Mr. Edson
Donnelly is managing DME’s input.

Included in the activities is the formation
of a Public Advisory Committee (PAC) that will provide valuable community input
and feedback to the design team. By way of this letter a request is being
extended to you, or your group (one person would attend for your group), to
provide representation on the PAC.
The first meeting is scheduled for Monday,
January 10, 2005 from 4:00 PM to 6:00 PM in the Richmond Room (2nd
floor) of 110 Laurier Avenue (City Hall).
We have attached a
Draft Terms of Reference for the PAC and a general project schedule to this
letter to provide you with an overview of the project tasks and timing. Please
review the Draft Terms of Reference prior to the meeting, so that they can be
finalized subsequent to discussions at the initial PAC meeting. Please note that there are four (4) formal
PAC meetings proposed, with Sub-PAC’s being proposed, to meet as required, to
identify opportunities and issues specific to the communities that lie north
and south of the Queensway respectively.
