ZONING – 975 RICHMOND ROAD ZONAGE – 975, CHEMIN RICHMOND ACS2012-PAI-PGM-0084 BAY/ BAIE (7) REPORT RECOMMENDATION That the recommend Council approve an amendment to Zoning By-law 2008-250 to change the zoning of 975 Richmond Road from TM H(15) to TM [1373] H(15), as shown in Document 1 and detailed in Document 2. Committee received an e-mail dated 23 April 2012 from Janet Bradley, BLG, on behalf of Tops Car Wash. A copy is held on file with the City Clerk. ZONING - 5649 HAZELDEAN ROAD (FORMERLY 1774 MAPLE GROVE ROAD) ZONAGE – 5649, CHEMIN HAZELDEAN (AUPARAVANT 1774, CHEMIN MAPLE GROVE) ACS2012-PAI-PGM-0106 STITTSVILLE (6) REPORT RECOMMENDATION That the Planning Committee recommend Council approve an amendment to Zoning By law 2008-250 to change the zoning of 5649 Hazeldean Road (formerly 1774 Maple Grove Road) from Development Reserve (DR) to Residential Third Density Subzone YY Exception 1297 (R3YY[1297]) and Parks and Open Space Subzone R (O1R), and from R3YY[1297] to O1R, from O1R to R3YY[1297] and from DR to R3YY[1297]-h , as shown in Document 1 and as detailed in Document 2. OFFICIAL PLAN AMENDMENT – DELETION OF CENTRUM BOULEVARD EXTENSION MODIFICATION AU PLAN OFFICIEL – SUPPRESSION DU PROLONGEMENT DU BOULEVARD CENTRUM ACS2012-PAI-PGM-0072 ORLÉANS (1) REPORT RECOMMENDATION That the Planning Committee recommend Council direct staff to complete the Environmental Assessment process to identify the right-of-way for the future Centrum Boulevard Extension and bring forward the construction of a pedestrian and emergency vehicle access for future budget considerations and take no further steps to amend the Official Plan in respect of Centrum Boulevard. Committee received the following correspondence with respect to this matter, copies of which are held on file with the City Clerk: * Letter dated 23 April 2012 from Paul Skvor on behalf of DCR Phoenix * E-mail dated 22 April 2012 from Marcel St.Jean MOTION NO. PLC 33/1 Moved by Councillor B. Monette: WHEREAS there is not a current need for the Centrum Boulevard Extension for automobiles and other motorized vehicles; AND WHEREAS the community desires the assurance that notwithstanding the preparation of an Environmental Assessment, a road will not be constructed; THEREFORE BE IT RESOLVED THAT the recommendation be amended by the addition of the following words to the end of the recommendation: “Nor to construct the Centrum Boulevard Extension such as to permit motorized vehicular traffic.” CARRIED The report recommendation was put to Committee and CARRIED, as amended. 9. DEMOLITION CONTROL - 588 AND 592 RIDEAU STREET AND 165 CHARLOTTE STREET RÉGLEMENTATION DE DÉMOLITION – 588 ET 592, RUE RIDEAU ET 165, RUE CHARLOTTE ACS2012-PAI-PGM-0067 RIDEAU-VANIER (12) REPORT RECOMMENDATION That the Planning Committee recommend Council approve demolition of 588 and 592 Rideau Street and 165 Charlotte Street subject to the conditions contained in Document 4. INQUIRIES DEMANDES DE RENSEIGNEMENTS Councillor S. Blais: The Zoning by-law only allows three accessory structures on one lot. Under the current definition of a building, a playhouse would constitute a structure as it has a roof, walls, and a floor and remains more or less in one location permanently. The same would apply for a gazebo or a shed. Can staff clarify if some flexibility can be read into the definition to allow homeowners to enjoy typical amenities that families enjoy? Can additional clarification be added to exempt structures that are small in size and typical in use? Rather than set a limit in the number of accessory structures, can another method be used such as percentage of lot area or some other calculation?
