The Chair read a statement relative to the Zoning By-law Amendments listed
as items 3 to 7 on the agenda. He
advised that only those who made oral submissions at the meeting or written
submissions before the amendments were adopted could appeal to the OMB. He noted that the applicant may also appeal
the matter if Council does not adopt an amendment within 120 days of receipt of
the application. He noted that there were comment sheets available for anyone
wishing to submit written comments on these applications.

recommend that Council:

Approve the application to alter 32 Cameron
Avenue in accordance with drawings submitted by Jacques Hamel, Hamel Design
Inc., as received on August 16, 2011 and included as Document 5;
2.
Delegate authority for minor design changes
to the General Manager of the Planning and Growth Management Department; and
3.
Issue the heritage permit with a two-year
expiry date from the date of issuance.

The statutory 90-day timeline for consideration of this application under the Ontario Heritage Act will expire on
November 13, 2011.)

That Planning Committee recommend Council:
1.
Authorize
the City to enter into a Front-Ending Agreement with Riverside South Development
Corporation for the design and construction of the Riverside South, Stormwater
Management Pond 3, based upon the principles set forth in Document 1 and the
Council Approved Front-Ending Policy in Document 2 with the final form and
content of the Front-Ending Agreement being to the satisfaction of the Deputy
City Manager, Infrastructure Services and Community Sustainability and the City
Solicitor;
2.
Approve
the expenditure of $18,472,000 plus applicable taxes and indexing for the
design and construction, and land costs of Pond No. 3 from development charges
collected pursuant to By-law 2009-217 subject to the execution of the
Front-Ending Agreement;
3.
Approve
the expenditure of $1,145,000 plus applicable taxes and indexing for
alterations to Tributary No. 3, $489,900 plus applicable taxes and indexing for
alterations to Tributary No. 4, $396,060 plus applicable taxes and indexing for
alterations to Tributary No. 7A, $861,120 plus applicable taxes and indexing
for alterations to Tributary No. 7B, $1,462,800 plus applicable taxes and
indexing for alterations to Tributary No. 10, and $2,760,000 plus applicable
taxes and indexing for fish compensation from development charges collected
pursuant to By-law 2009-217 subject to the execution of the Front-Ending Agreement;
4.
Authorize
the City to enter into subdivision agreements which provide for the repayment
of storm sewer oversizing set at $9,877,000 plus applicable taxes in accordance
with the principles set forth in Document 2;
5.
Authorize
the City to enter into subdivision agreements, which provide for the
remuneration of land costs associated with Pond 3; and
6.
Authorize
the City to establish a new internal order in the amount of $35,463,880 plus
applicable taxes and indexing.

WHEREAS in 2010 the City of Ottawa exceeded its Intensification Targets
by a significant percentage (43.8% over 36%);
AND WHEREAS the greatest rate of growth was in new apartment units, with
the majority of these being in the inner wards;
AND WHEREAS according to the Greater Ottawa New Home Market Report
(September 2011) the absorption (sales) rate of new condominium apartments
inside the greenbelt has been approximately 1,000 per year;
AND WHEREAS for the period 2011 the number of condominium apartment
units under construction in Somerset Ward is approximately 430 units, and for
the period 2010-11 the total number of condominium apartments planned or
approved in Somerset Ward is an additional 3,600 units;
AND WHEREAS this total, in excess of 4,000 units, does not include the
total number of units planned or approved in the other central wards;
THEREFORE BE IT RESOLVED THAT there be an analysis of the number of
housing units planned and approved in order to assess the capacity of the City
of Ottawa to determine the total hard and soft costs of sustaining this rate of
growth.
