On December 10, 2008, Council approved a report detailing waste diversion activities and pilot projects to be carried out by Solid Waste Operations (ACS2008-PWS-SWS-0006).  At that time, staff indicated it would report back to Committee and Council as pilot projects were undertaken. The purpose of the memo is to provide information on the implementation of two pilot projects:  Battery Recycling at City Facilities and Battery Recycling at Schools.

 

1.      Battery Recycling at City Facilities

 

In a memo to the Mayor and Council on March 4, 2009, Councillor Jan Harder announced a cooperative pilot project between the Ottawa Public Library and Solid Waste Services for the placement of battery collection containers in selected libraries across the City.  This was the first step in a broad initiative to expand on battery collection opportunities in City facilities and to begin a process of leading by example in the development of waste diversion programs.

 

In addition to working with the Ottawa Public Library, staff are also working with Stewardship Ontario, the Ottawa Police Services and various departments within the City, including Fire Services, and Parks and Recreation, to expand our battery recycling initiatives.  Nineteen (19) pilot drop-off locations for batteries have been established at City facilities.  Collection will begin in early April 2009.  Sites selected for the battery collection containers include the following:

In addition to these public sites, both the Ottawa Police and Fire Services will have a central collection site for internal use only.  These sites will not be open to the general public for drop-off:

The battery collection container to be used in this pilot is described in Document 1.  It will be identified with appropriate City labels and instructions.  The pilot will only accept non-rechargeable household batteries, including:

·        Alkaline (D, C, AA, AAA and 9 volt used in cassette players, radios and appliances);

·        Lithium - (used in cameras, calculators, watches, computers);

·        Zinc air button cell and silver oxide button cell batteries (used in hearing aids, watches, cameras).

 

Rechargeable batteries and car batteries are not included in the pilot, but the City's Take It Back! Directory lists locations where they can be returned.

 

2.      Battery Recycling In Schools

 

Staff of Solid Waste Operations are working with Ottawa school boards and BatteryCycle, a non-profit group formed to implement a battery recycling program in schools in Ontario. 

 

Starting this month, approximately 10,000 students in grades 4 to 8 from 47 Ottawa schools will receive a sealed bucket container approved for battery collection.  A list of the schools participating is attached.

 

Education material and instructions will be included in the sealed bucket to be taken home.  Primary household batteries (9V, AAA, AA, C, D, etc.) will be deposited into the bucket over a one and one half month period.  Sealed buckets will be returned to the schools in June and shipped to Raw Materials Company (RMC) in Port Colbourne for processing.  The buckets will be emptied and returned to reuse in the program.

 

The Mayor and Councillors will receive a sample container and promotional and communications material shortly to help launch the program.

 

Monitoring and Evaluation

 

The City Facility Pilot Project will run from April 2009 to December 2009.  During this period staff will monitor the quantity and types of batteries recovered, compliance of users with program requirements, container design, and the handling and transfer of materials.  It is expected that the pilot will become a permanent diversion program after December 2009.  Additional opportunities for expansion of the program will also be assessed at that time. 
 
The Battery Recycling in Schools Pilot Project will run between April and June of 2009 and, similar to the City Facility program, findings of the pilot will be reported to Committee and Council, including recommendation for potential expansion in 2010.

 

Environmental Implications

 

The proposed pilot projects will provide a positive impact on the environment by reducing the volume of batteries currently disposed of at the landfill and ensuring appropriate and safe processing of batteries. 

 

Batteries collected will be transported to and recycled at Raw Materials Company (RMC), Port Colborne, Ontario, one of the few facilities that safely and environmentally recycle batteries.  RMC has been recycling non-rechargeable household batteries at their Ministry of the Environment licensed, ISO 14001 Standard facility, for nearly 18 years.  They are the largest recycler of this type of battery in North America with a recovery and recycling of over 90% of the primary battery.  No materials go to the landfill, and no recovered materials are shipped outside of North America. 

 

Financial Implications

 

These pilot projects are made possible through Stewardship Ontario. The total cost for both pilot projects is projected to be about $185,000 and subsidy application will be made to Stewardship Ontario for about $135,000 leaving a net cost to the City of about $50,000.  Actual costs including subsidy will be part of the monitoring evaluation phase mentioned above.  Funds are available in the Solid Waste capital project internal order #900351 Waste Management Alternatives, which currently has an uncommitted balance of $4.5M to be spent on Solid Waste initiatives.
