SUBJECT: STREET NAME CHANGE – CLAPP LANE
OBJET: CHANGEMENT
DE DÉNOMINATION – ALLÉE CLAPP
That the Committee recommend
Council approve a By-law to change the street name “Clapp Lane” to “Johnston
Clapp Lane”.
BACKGROUND
On March 26, 2001, to eliminate duplicate street names, City Council considered a Departmental report detailing the conclusions and recommendations of the Duplicate Street Naming Project. City Council approved 144 street name changes including a Departmental recommendation to change “Church Street,” Manotick, former Rideau Township, to “Johnston Clapp Lane.” On September 26, 2001, City Council amending the recommendation and approved the name change to “Clapp Lane.” Subsequently, on October 2, 2002, a petition was submitted, supported by a majority of the residents and businesses on Clapp Lane, requesting that the new name be changed to “Johnston Clapp Lane.”
DISCUSSION
One of the objectives of the Duplicate Street Naming project was to develop a method to determine which of the affected streets should retain the name and which should change. The goal was to find an alternate name acceptable to the community. Based on the established criteria, to replace “Church Street” two alternative names relating to the history of Manotick, “O’Loughlin” and “Bridgemaster,” were submitted to the Communty for consideration. In response, a petition was received requesting the name “Johnston Clapp,” in recognition of Mr. Clapp’s contribution to the area.
Names submitted by way of a petition and supported by a majority of the community were recommended as the new name to replace the affected duplicate street name. There were no delegations at the Planning and Development Committee meeting to speak to the “Church Street” name change. Subsequently, in response to concerns expressed by some of the residents that the new name was too long, City Council approved a motion put forward by the ward Councillor to shorten the name to “Clapp Lane.” This motion was not recorded and the Department proceeded with notification to the residents/businesses indicating the new name as “Johnston Clapp Lane.” The implementing by-law and the new street signs reflected the Council approved name, “Clapp Lane.”
On October 02, 2002, a second petition was received indicating that a majority of the community was opposed to ‘Clapp Lane” and in support of the original recommended name “Johnston Clapp Lane.” The petition requested the name be changed to the original recommended name. The ward Councillor has requested this name change be submitted for approval.
There are approximately seven residences and seven businesses on this street. Having received greater than majority support from the affected community, the Department is recommending a second name change to “Johnston Clapp Lane.”
Notification of the Council decision will be provided to those affected together with pre-paid change of address cards provided by Canada Post.
CONSULTATION
There has been consultation with community representatives and with the Building Services Branch to ensure the name has not been utilized within the City boundaries. The ward Councillor is in support of the recommendation.
FINANCIAL IMPLICATIONS
Costs related to required legislated advertising and signage adjustments will be accommodated within the funding envelope the Duplicate Street Naming Project, internal order no. 900571. Consistent with the policy of the Corporation, residents and businesses will not be compensated for costs related to the name change.

DISPOSITION
Department of Corporate Services:
1. Development Services Department is responsible to notify the owners and tenants on the affected streets, and identified emergency/technical agencies.
2. Legal Services Branch to prepare the amending by-law and to forward the by-law to Council for enactment.
Transportation, Utilities and Public Works:
The Traffic and Parking Operations Branch is responsible to arrange for the manufacture and installation of required street signs on request.
