CEREMONIAL ACTIVITIES / ANNOUNCEMENTS

 

a)     Ottawa Police Gala Cheque Presentation to Boys and Girls Club of Ottawa (BGCO)

 

Chief Bordeleau officially presented a cheque in the amount of $100,000 to Mr. G. Macmillan, Board Chair, and Ms. C. Mooney, Executive Director, BGCO.  In making the presentation of proceeds raised at the fifth annual OPS Gala, the Chief announced that the Gala not only celebrates policing and its rich history in Ottawa, but also the community.  The Gala team was lead by Supt. D. Delaney; the Chief congratulated them for their amazing work.  To date, $470,000 has been raised through the OPS galas, money that has gone back into the community.  Chief Bordeleau stated that this cheque symbolizes the commitment of the Ottawa Police to helping our community and the great work of the Boys and Girls Club of Ottawa.

 

As Community Chair of the Ottawa Police Gala, Mr. M. Sangster, Telus, extended sincere thanks and appreciation on behalf of the community.

 

b)      Emil Kolb Award for Excellence in Police Governance

 

Member Smallwood congratulated Chair El-Chantiry for being the inaugural recipient of the Emil Kolb Award.  He was selected unanimously by the Board of Directors of the Canadian Association of Police Governance (CAPG) for the national award because of his knowledge, passion and integrity, and for being an outspoken advocate for change to enhance police accountability and address fiscal challenges.  As a member of the CAPG Board of Directors, Member Smallwood said he was very proud to be a part of the process.

 

Chair El-Chantiry said he was humbled by the award and thanked Member Smallwood for his kind words.

1.         CHIEF’S VERBAL REPORT

 

 

Chief Bordeleau reported on the following items (a copy of the Chief’s verbal report will be kept on file with the Board’s Executive Director and is available online at ottawapoliceboard.ca):

Shooting at War Memorial – 22 October 2014

 

Member Harder asked if there was any opportunity to get support from the Federal Government to help cover costs incurred as a result of this event.  Chair El-Chantiry explained he has asked staff to prepare a report listing all the events that required the OPS’ involvement over and above traditional events, as well as their associated costs.  The report will be submitted on behalf of the City of Ottawa.

 

Member Harder wondered how the OPS became the lead in this incident.  Chief Bordeleau explained that the initial incident started at the War Memorial (Federal property) and any criminal act that takes place on their property falls under the jurisdiction of the Ottawa Police Service.  Any criminal act committed on Parliament Hill becomes the responsibility of the RCMP.  Subsequent to the actual event taking place it was deemed that the investigation would be handled by the RCMP because of its national security implications.  The OPS then became a support agency, a role it continues today.

2.         PRESENTATION ON VIOLENCE AGAINST WOMEN (VAW): CHIEF'S PRIORITY

 

 

Chair El-Chantiry introduced Councillor S. Qadri, Chair, Crime Prevention Ottawa, and thanked him for being in attendance this evening. 

 

Chief Bordeleau noted this initiative is one of the top three operational priorities for the Service (the other two being Traffic Safety and Guns and Gangs). 

 

Acting Superintendent J. McKenna has taken on the lead role in this initiative and provided an update.  The OPS is not working alone on this but in partnership with various members of the community.  Ms. N. Worsfold, Executive Director, Crime Prevention Ottawa and Ms. B. Reed, Co-Chair, Police Community Advisory Committee and Executive Director, Sisters Achieving Excellence, assisted with the presentation.  (A copy of the presentation will be kept on file with the Board’s Executive Director.)

 

Member Harder thanked: the Chief for championing this important work, staff for the presentation, and Councillor Qadri for his leadership over the past two terms. 

 

Councillor S. Qadri added that promoting this program with the help and support of community partners such as the OPS and OCTEVAW ensures the message is circulated throughout the community.  By taking a leadership role and not letting the program go until all results are achieved ensures the program is not forgotten and keeps the momentum moving forward.

3.         NATIONAL CAPITAL AREA CRIME STOPPERS - SEMI-ANNUAL UPDATE

Presentation from R. McMullen, President, National Capital Area Crime Stoppers

 

 

Chief Bordeleau said that Crime Stoppers is a terrific partner that assists the OPS in preventing and solving crimes.  He introduced Mr. R. McMullen, President, National Capital Area Crime Stoppers, whose presentation would highlight the successes of the past year.  (A copy of the presentation will be kept on file with the Board’s Executive Director.)

 

Mr. McMullen personally thanked Chief Bordeleau and members of the OPS for helping the citizens of this community and added that Crime Stoppers appreciates the leadership and support it receives from the Service.

 

In his presentation, Mr. McMullen reported that this year marks the 30th year of the Crime Stoppers program and the following statistics highlight their contribution:

·              5,000 criminal cases being cleared

·              8,300 criminal charges

·              4,700 arrests directly attributed to Crime Stoppers tips

·              $80 million in narcotics being taken off the streets

·              $12 million in recovered property.

 

Chair El-Chantiry thanked Mr. McMullen for his leadership and congratulated him for the successful fundraising events hosted over the past year.  He asked Mr. McMullen to pass along the Board’s gratitude to his Board of Directors.

 

Chief Bordeleau reiterated his thanks for all the work the Board of Directors has accomplished; Crime Stoppers has done a tremendous job in helping to keep Ottawa safe. 

 

Member Nicholson echoed the thanks already expressed and congratulated Mr. McMullen for the financial turnaround the program has experienced under his guidance.

2.     The appointments of the following three (3) OC Transpo members:  Charles Andre Momy, Trevor Michel Sharpe and Richard Andrew Young, as Special Constables pursuant to Section 53 of the Police Services Act, in accordance with the terms and conditions set forth in the attached Approval of Appointment form.
