RECOMMENDATION

That the Ottawa Police Services Board approve the purchase of a table at the Fifth Annual Ottawa Police Gala being held on October 25, 2014 at the Ottawa Convention Centre, at a cost of $1,750.

BACKGROUND

The Fifth Annual Ottawa Police Gala is being held at the Ottawa Convention Centre on October 25, 2014.  The evening will include dinner, dancing, a live band, a silent auction and a raffle.  The cost of a table for 10 people is $1,750.

The OPS Gala Committee raises funds for local charities making an impact for those facing extraordinary challenges.  Funds raised in the inaugural Gala in 2010 supported drug and alcohol addiction treatment programs for Ottawa area youth.  That year, the OPS Gala contributed $50,000.00 to Project S.T.E.P. through sponsorship, donations and ticket sales. The beneficiary of the second Gala in 2011 was the Ottawa Mission, dedicated to helping the area’s homeless.  Through the generous contributions of sponsors and community members, $90,000.00 was raised to support their programming.  In 2012, $127,000 was raised and donated to the Ottawa Youth Services Bureau and in 2013 a donation in the amount of $105,000 was presented to Christie Lake Kids.

This year funds are being raised for the Boys and Girls Club of Ottawa.  The Boys and Girls Club of Ottawa (BGCO) has served the Ottawa community since 1923, reaching out to 4,500 children and youth each year through after-school, weekend and summer programs that build self-esteem and help to develop stronger social skills.

BOARD POLICY

The Board’s Discretionary Fund Policy sets out four categories for priority funding, one of which is Community Relations through Involvement with Police-Related Organizations.  This category of funding is intended to enable the Board to purchase tickets or contribute donations to fundraising events.  The attendance and participation of Board members at fundraising events for organizations whose work supports the vision and mission of the Ottawa Police Service serves to demonstrate the Board’s support, goodwill and community involvement.

The Ottawa Police Gala in support of the Boys and Girls Club of Ottawa meets the policy criteria, and is a very worthwhile community partner for the Police Services Board.

FINANCIAL STATEMENT

Discretionary funds in the amount of $30,000 have been included in the Board’s 2014 budget.  Of this amount, $17,000 is pre-committed or earmarked - $10,000 for the Street Ambassador Program and $7,000 for the Police Association scholarship fund - leaving $13,000 for all other requests.  There are sufficient funds remaining in the budget to meet this request.
