APPOINTMENT OF SPECIAL CONSTABLES

 

 

RECOMMENDATIONS

 

That the Ottawa Police Service Board approve:

 

1.         The new appointments of the following four (4) Ottawa Police Service civilian members:  Chris Bisaillon, Jamie Taylor Bazil Collins, Mitchell Allan James McDonald, and Chad Petepiece, as Special Constables pursuant to Section 53 of the Police Services Act, in accordance with the terms and conditions set forth in the attached Approval of Appointment form.

 

2.         The new appointments of twenty four (24) Royal Canadian Mounted Police (RCMP) sworn members listed at Annex A as Special Constables pursuant to Section 53 of the Police Services Act, in accordance with the terms and conditions set forth in the attached Approval of Appointment form.

 

BACKGROUND

 

The Ministry of Community Safety and Correctional Services authorizes the Police Services Board to appoint Special Constables.  On application, these appointments are renewable. Should employment of the appointee be terminated, the Ottawa Police Service will advise the Ministry to terminate the appointments.

 

DISCUSSION

 

Recommendation 1:

 

The Board is asked to appoint the employees cited above as Special Constables in accordance with the above noted process.  The employees have been hired by the Ottawa Police Service in anticipation of being appointed to the position of Special Constable, subject to Board and Ministry approval. These appointments are valid until 12 March 2019, or until the appointees are no longer in the employ of the Ottawa Police Service.  

 

Recommendation 2:

 

The Board is asked to appoint the RCMP members as Special Constables.  In 2003, the Police Services Board reviewed a recommendation concerning an ongoing integrated policing initiative that would see members of the RCMP appointed as Special Constables.  To ensure that these employees can carry out their assigned duties, applications are made to the Ministry of Community Safety and Correctional Services to have them appointed as Special Constables pursuant to Section 53 of the Police Services Act.  The Police Services Board appoints the RCMP members as Special Constable upon approval by the Ministry.  The appointments are valid until 27 March 2017 or until the appointees are no longer deployed in Ontario.  This appointment will enable the officers to enforce certain Ontario provincial statutes in the City of Ottawa.

CONCLUSION
 
Special Constable status is required in order for employees working with the Ottawa Police Service and the RCMP to undertake the full duties and responsibilities of their positions.
