RE-APPOINTMENT OF SPECIAL CONSTABLE –

CARLETON UNIVERSITY

 

 

 

RECOMMENDATION

 

That the Ottawa Police Services Board approve the re-appointment of Michael Warner as Special Constable pursuant to Section 53 of the Police Services Act, in accordance with the terms and conditions set forth in the attached Approval of Appointment form.

 

BACKGROUND

 

To ensure that this employee can carry out his assigned duties as a Special Constable, application has been made to the Ministry of Community Safety and Correctional Services to have him appointed as a Special Constable pursuant to Section 53 of the Police Services Act.  The Ottawa Police Services Board (Board) appoints the employee as a Special Constable upon approval by the Ministry.  This appointment is valid until 19 June 2017, or until the appointee is no longer in the employ of Carleton University.  On application, this appointment is renewable.  Should employment of the appointee be terminated, the Ottawa Police Service will advise the Ministry to terminate the appointment.

 

DISCUSSION

 

The Board is asked to appoint the employee cited above as a Special Constable in accordance with the above noted process.  The employee has been hired by Carleton University in anticipation of being appointed to the position of Special Constable, subject to Board and Ministry approval.  The employee will be performing the responsibilities cited in the Memorandum of Understanding between the Board and Carleton University, as approved by the Board in December 2006.

 

Approval has been obtained from the Ministry of Community Safety and Correctional Services to have the employee appointed as a Special Constable.  Pursuant to Section 53 of the Police Services Act, upon the Board conferring the appointment, the employee will be required to undertake the Oath of Office by the Chief of Police.

CONCLUSION

 

The OPS is fortunate to have an excellent working relationship with Carleton University.  The approval of this special constable status is required for the employee to undertake the full duties and full responsibilities of their position.
