RE-APPOINTMENT OF SPECIAL CONSTABLES - OC TRANSPO

 

 

RECOMMENDATION

 

That the Ottawa Police Services Board approve the re-appointments of Andrew Prekob, Kenneth Racine, Dennis Wilfred Racine, and Adrian Richardson as Special Constables pursuant to Section 53 of the Police Services Act, in accordance with the terms and conditions set forth in the attached Approval of Appointment form.

 

BACKGROUND

 

To ensure that these employees can carry out their assigned duties as Special Constables, applications are made to the Ministry of Community Safety and Correctional Services to have them re-appointed as Special Constables pursuant to Section 53 of the Police Services Act.  The Ottawa Police Services Board (Board) appoints the employees as Special Constables upon approval by the Ministry.  The appointments are valid until 19 June 2017, or until the appointee is no longer in the employ of OC Transpo. On application, this appointment is renewable. Should employment of the appointee be terminated, the Ottawa Police Service (OPS) will advise the Ministry to terminate the appointment.

 

DISCUSSION

 

The Board is asked to re-appoint the employees cited above as Special Constables in accordance with the above noted process.  The employees have been retained by OC Transpo in anticipation of being re-appointed to their Special Constable positions, subject to Board and Ministry approval.  The employees will be performing the responsibilities cited in the Memorandum of Understanding between the Board and City of Ottawa Transit Services, as approved by the Board in July 2013.

 

Approval has been obtained from the Ministry of Community Safety and Correctional Services to have the employees re-appointed as a Special Constables.  Pursuant to Section 53 of the Police Services Act, upon the Board conferring the appointments, the employees will be required to undertake the Oath of Office by the Chief of Police.

CONCLUSION

 

Special Constable status is required in order for employees working with OC Transpo to undertake the full duties and responsibilities of their positions.
