CEREMONIAL ACTIVITIES / ANNOUNCEMENTS
a) Moment of Silence – Cst. Michael Robillard
Chair El-Chantiry asked for a moment of silence for Constable Michael Robillard who passed away on 18 November in a motor vehicle collision. On behalf of the Board and City Council the Chair passed along heartfelt sympathies to the Robillard family.
b) Welcome to Mr. Paul Thompson, Police Services Advisor
Chair El-Chantiry welcomed Mr. P. Thompson, Police Services Advisor, Ministry of Community Safety and Correctional Services, to the meeting. As an advisor to this area of Ontario, Mr. Thompson performs a variety of duties and functions including adequacy reviews and inspections of police services and police services boards.
c) Ottawa Police Gala Cheque Presentation to Christie Lake Kids
Chief Bordeleau began by saying that this is the fourth OPS gala that not only celebrates policing and its rich history in Ottawa, but also the community. It is an opportunity to give back to the community. Every year a charity is selected through a process and this year it was Christie Lake. The gala team was lead by Supt. D. Delaney and his team; the Chief congratulated them for their amazing work. To date, $370,000 has been raised through the OPS galas, money that has gone back into the community. Chief Bordeleau officially presented a cheque in the amount of $105,000 to Christie Lake Kids’ representative, Ms. Carole Gagne-Ince. This cheque symbolizes the commitment of the Ottawa Police to helping our community and the great work that Christie Lake does.
d) Order of Ottawa presented to Member Carl Nicholson
Chair El-Chantiry congratulated Member Nicholson on receiving the Order of Ottawa. Member Nicholson thanked Mayor Watson for the recognition and said it was an overwhelming honour.

Tasers
Chair El-Chantiry noted that an email containing guidelines on the expanded use of Tasers was just received from the Ministry of Community Safety and Correctional Services. The Chair noted that no funds have been identified in the budget for the purchase of additional Tasers. Chief Bordeleau confirmed there is only $500,000 in the budget for all equipment, and approximately $1.5 million in requests. All equipment needs will be assessed and prioritized; should a request for Tasers be approved by the Board it will then be added to the priority list.

2. 2014 DRAFT OPERATING AND CAPITAL BUDGETS: PUBLIC DELEGATIONS AND APPROVAL

Presentation
There were no public delegations on the 2014 Draft Budget.
Chief Bordeleau began the 2014 Draft Operating and Capital Budgets presentation by saying that this budget is in line with the Board’s direction of a tax increase of less than 2%. To meet the Board’s direction, $3.7 million has been identified in efficiencies and new revenues. Another $2.8 million in other pressures had to be offset. This has been an important and challenging budget process as staff sought to balance the requirement for a restrained increase with the safety and security needs of the community.
Chief Bordeleau thanked Director General D. Frazer and Ms. K Murray, Director of Finance for their leadership on this budget, and all senior officers who participated in the building of the Budget. The Chief then called upon Director General Frazer to continue with the presentation. (A copy of the presentation will be kept on file with the Board’s Executive Director.)
Following the presentation, Director General Frazer thanked Finance Director Murray and her team for their outstanding work throughout the budget process.
Mayor Watson thanked Ms. Frazer and her staff as well as the Board’s Finance and Audit Committee for their contribution and hard work on this budget. He appreciated the Board’s support in keeping the City’s overall budget increase to below 2%.
Chair El-Chantiry thanked Ms. Frazer and her staff for a job well done.
That the Ottawa Police Services Board:
1. Approve the 2014 Draft Operating and Capital Budgets.
2. Direct the Executive Director to forward the Budgets to City Council for approval.

3. RE-APPOINTMENT OF SPECIAL CONSTABLE - RCMP
Chief’s Report
That the Ottawa Police Services Board approve the re-appointment of Tim Tong as a Special Constable pursuant to Section 53 of the Police Services Act in accordance with the terms and conditions set forth in the attached Approval of Appointment form.

Policy and Governance Committee’s Report
Member Harder found report difficult to follow compared to other City departmental OMBI reports. Chief Bordeleau concurred and stated that for future reports staff could work with the other departments and use some of their practices to make the OPS format clearer.
