CEREMONIAL ACTIVITIES / ANNOUNCEMENTS

 

a)     Moment of Silence – OC Transpo/ VIA Rail Collision

 

 

Chair El-Chantiry asked for a moment of silence for the individuals who were affected by this terrible tragedy.  The chair thanked the First Responders (Police, Fire, Paramedics and OC Transpo personnel) and community volunteers who were first on the scene.

 

Member Harder stated she is very proud of this community for the way everyone came together and for helping the community heal.  She appreciated the continued support of the Ottawa Police Service, Fire and Paramedics.

 

 

b)     Re-Appointment to the Board of Member C. Nicholson

 

 

On behalf of the Board, Chair El-Chantiry thanked Member Nicholson for accepting his appointment extension and for his service to the Board and the community at large.

1.         CHIEF’S VERBAL REPORT

 

 

Chief Bordeleau reported on the following items (a copy of the Chief’s verbal report will be kept on file with the Board’s Executive Director and is available online at ottawapoliceboard.ca):

·          Excellent Work – Barricaded Person Call

·          Construction Site Break & Enters

OC Transpo

Member Watson wanted to acknowledge the first responders who responded to the tragedy in Barrhaven.  He has been receiving positive feedback on the level of professionalism, efficiency and compassion that was shown by the officers and the work done at the Emergency Command Centre.  He said the Chief should be proud of his officers for their level of compassion shown during this very difficult situation.  Chief Bordeleau indicated he would insure that all members hear about the comments made this evening.

 

Guns and Gangs Unit

Chair El-Chantiry commented on the great job being done by the Guns and Gangs Unit and asked Chief Bordeleau if a presentation could be made updating the Board on the excellent work they are doing.  Chief Bordeleau responded in the affirmative and stated a presentation can be made at the next Board meeting.

2.         ATTENDANCE AT ONTARIO ASSOCIATION OF POLICE SERVICES BOARDS’ Labour SEMINAR

That the Ottawa Police Services Board approve the attendance of E. El‑Chantiry, L. A. Smallwood and W. Fedec at the Ontario Association of Police Services Boards (OAPSB) Labour Seminar being held in Toronto, on November 4 - 5, 2013.

3.         APPOINTMENT OF SPECIAL CONSTABLE – CARLETON UNIVERSITY

Chief’s report

 

 

That the Ottawa Police Services Board approve the appointment of Daniel Dawson as a Special Constable, pursuant to Section 53(3) of the Police Services Act, in accordance with the terms and conditions set forth in the attached Approval of Appointment form.

4.         APPOINTMENT OF SPECIAL CONSTABLES - RCMP

Chief’s report

 

 

That the Ottawa Police Services Board approve the appointments of Elizabeth-Marie Lubain, Marie Pauline Sylvie Marcoux and Vladimir Napoleon as Special Constables pursuant to Section 53 of the Police Services Act in accordance with the terms and conditions set forth in the attached Approval of Appointment form.

5.         RE-APPOINTMENT OF SPECIAL CONSTABLES – OC TRANSPO

Chief’s report

 

 

That the Ottawa Police Services Board approve the re-appointments of the 25 OC Transpo members listed in Annex A as Special Constables pursuant to Section 53 of the Police Services Act, in accordance with the terms and conditions set forth in the attached Approval of Appointment form.

6.         2014 BUDGET – PROGRESS REPORT

Chief’s report

 

 

Chief Bordeleau thanked staff for the work they have been doing to ensure the 2014 budget aligns with the Board’s direction.  There are significant challenges ahead and there are some difficult choices to be made so that frontline services are not affected.  He introduced Director General Frazer and Director of Finance K. Murray, who provided an update on the 2014 Budget Framework and Timetable.  (A copy of the presentation will be kept on file with the Board’s Executive Director.)

 

Following the presentation the following points of clarification were made:

·          The high level total OPS Operational budget is $290 million.

·          A meeting with the Board’s Finance and Audit Committee to review the Budget update in detail will be held during the month of October.

·          The OPS budget is approximately 10% of the City’s total budget (mill rate funded budgets).
