APPOINTMENT OF SPECIAL CONSTABLE – CARLETON UNIVERSITY

RECOMMENDATION
The Ottawa Police Service and Carleton University have been working in partnership under a Memorandum of Understanding (MOU) since 27 May 1996. That MOU replaced an agreement between the then Ottawa Police Force and Carleton University, dating back to the early 1990’s. The MOU was renewed on 14 July 2010. The MOU is an agreement setting out the parameters of Carleton University’s Officers as designated Special Constables empowered to enforce the Criminal Code, Ontario Statutes and Municipal By-Laws. The underlying philosophy is that such enforcement will be done in cooperation with the Ottawa Police Service, and in compliance with the policing needs of Carleton University campus, as may be determined by the Chief of Police and the Police Services Board.
To ensure that this employee can carry out his assigned duties as a new employee of the Carleton University Campus Security Program, application is made to the Ministry of Community Safety and Correctional Services to have him appointed as a Special Constable pursuant to Section 53 of the Police Services Act. The Police Services Board appoints the employees as a Special Constable upon approval by the Ministry. The appointment is valid for 5 years or until the appointee is no longer in the employ of Carleton University (though they can be renewed). Upon the termination of employment, the Ottawa Police Service advises the Ministry to terminate the appointments.
DISCUSSION
The Board is asked to appoint this Carleton University employee as a Special Constable in accordance with the above-noted process. The employee has been hired by Carleton University in anticipation of being appointed as a Special Constable, subject to Board and Ministry approval. They will be performing the responsibilities cited in the Memorandum of Understanding between the Ottawa Police Services Board and Carleton University.
Approval has been obtained from the Ministry of Community Safety and Correctional Services to have them appointed as a Special Constable. Pursuant to Section 53 of the Police Services Act, upon receipt of the Board appointment of their status, the employee will be required to undertake the Oath of Office by the Chief of Police.

The Ottawa Police Service has an excellent working relationship with the Carleton University Campus Security Program. The approval of Special Constable status for this employee will enable them to undertake the full scope of their duties and contribute to a safer Ottawa.
