NEW APPOINTMENT OF SPECIAL CONSTABLES – CARLETON UNIVERSITY

RECOMMENDATION
The Ottawa Police Service (OPS) and Carleton University have been working in partnership under a Memorandum of Understanding (MOU) since 27 May 1996. That MOU replaced an agreement between the then Ottawa Police Force and Carleton University, dating back to the early 1990s. The MOU was renewed on 14 July 2010. The MOU is an agreement setting out the parameters of Carleton University’s Campus Safety Officers as designated Special Constables empowered to enforce the Criminal Code, Ontario Statutes and municipal by-laws. The underlying philosophy is that such enforcement will be done in cooperation with the OPS, and in compliance with the policing needs of Carleton University campus, as may be determined by the Chief of Police and the Ottawa Police Services Board.
Michael Radcliffe and Shawn Sauve are new employees of the Carleton University Campus Security Program and the University is seeking approval for Special Constable designation for them. To ensure that these employees can carry out their assigned duties application is made to the Ministry of Community Safety and Correctional Services to have them appointed as Special Constables pursuant to Section 53 of the Police Services Act. The Police Services Board appoints the employees as Special Constables upon approval by the Ministry for a five year period or until the appointees are no longer in the employ of Carleton University. Upon the termination of their employment, the OPS advises the Ministry to terminate the appointment
DISCUSSION
The Board is being asked to approve these Special Constable appointments in accordance with the above noted process. The Ministry of Community Safety and Correctional Services has indicated a willingness to have Mr. Radcliffe and Mr. Sauve appointed as a Special Constables, under the terms and conditions set out in the Approval of Appointment Form attached as Annex A.
Pursuant to Section 53 of the Police Services Act, upon receipt of the Board appointments, the employees will be required to undertake Oaths of Office and Secrecy to be administered by the Chief of Police.

These appointments will help to ensure that Carleton University Campus Safety Officers can provide security services as per an agreement with the Police Services Board. They are an important public safety partner in our City.
