SUBJECT/OBJET         CANADIAN ASSOCIATION OF POLICE BOARDS’ ANNUAL CONFERENCE:  REQUEST FOR SPONSORSHIP

RECOMMENDATION

That the Ottawa Police Services Board approve a sponsorship contribution of $1,000 to the Canadian Association of Police Boards (CAPB) for its 2013 Annual Conference being held in Saskatoon, Saskatchewan from August 15-17, 2013.

BACKGROUND

Attached is a letter from Alok Mukherjee, President, CAPB, received April 22, 2013 inviting the Ottawa Police Services Board to sponsor the 2013 Annual Meeting and Conference of the CAPB being held in Saskatoon, Saskatchewan, August 15-17, 2013.

There are several sponsorship opportunities available ranging from $250 up to $10,000, each having different benefits associated with it such as having your organization’s name appear in the conference program, on signage and in the final report.  The Ottawa Police Services Board has traditionally been a strong supporter of the CAPB and its work, and has supported the annual conference with a contribution of $1,000 for the past several years.

BOARD POLICY

The Board’s Discretionary Fund Policy GA-7 sets out four categories for priority funding, one of which is “Special Board Requirements” intended to provide flexibility to the Board to fund requests associated with Board-related events, such as the sponsorship of relevant conferences or special meeting requirements outside of normal budgetary provisions.  This request fits within this funding priority.

CONSULTATION

Consultation was not required as the Board has a policy that provides guidance in this matter.

FINANCIAL STATEMENT

Discretionary funds in the amount of $30,000 have been included in the Board’s 2013 budget, with $17,000 of that earmarked for specific purposes ($10,000 for the Street Ambassador Program, and $7,000 for the Police Association Scholarship Fund).  Based on projected requests for discretionary funding in 2013, there are sufficient funds to cover this expenditure.

CONCLUSION

The Canadian Association of Police Boards’ annual conference is one of the most important networking and educational opportunities for members of police services boards across the country.  The Ottawa Police Board has been a strong supporter of the CAPB since 1995 when local police services in Ottawa were amalgamated.  The ongoing strength of the CAPB to advocate on behalf of municipal police services boards and to deliver services of benefit to local boards is reliant on continued support from its member boards.  Sponsoring the annual conference is a concrete way for the Ottawa Police Services Board to demonstrate its support for the work of the CAPB.
