CEREMONIAL ACTIVITIES / ANNOUNCEMENTS
1) Order of Canada
Chair El-Chantiry congratulated Vice Chair J. Durrell on receiving the Order of Ottawa last week.
2) Ottawa Police Gala Cheque Presentation to Youth Services Bureau
On behalf of Chair El-Chantiry, Vice Chair Durrell announced that the Ottawa Police Service Gala began three years ago and since then it has been a great success. Together with the community and its sponsors like Adobe, Telus and Valley Associates, the Gala has collectively raised $260,000 for charities in our community. This year’s event at the Ottawa Convention Centre was very well done and the organizing team has already been congratulated. The Vice Chair called on Chief Bordeleau, Deputy Chief G. Larochelle and Supt. D. Delaney to officially present a cheque in the amount of $127,000 to Youth Services Bureau representatives, Mr. M. Jolicoeur and Mr. T. Charette. This cheque symbolizes the commitment of the Ottawa Police to helping our community and the great work that the Youth Services Bureau does.
3) Recognition Of Queen Elizabeth II’s Diamond Jubilee Medal Recipients
Chair El-Chantiry called on Chief Bordeleau to recognize Cst. Paolo Crescenzi and Donna Watson–Elliott, members of the Ottawa Police Service who both received the Queen’s Diamond Jubilee Medal from Community organizations for their efforts and achievements. Cst. Crescenzi has volunteered with the Make a Wish Foundation and has made an enormous impact over the past three years. Ms. Watson–Elliott, Manager, Victim’s Services Unit, was awarded the Queen Elizabeth II Diamond Jubilee Medal for her outstanding volunteer support of the work of Canadian Parents of Murdered Children.

2. 2013 DRAFT OPERATING AND CAPITAL BUDGETS
2013 Draft Operating & Capital Budget book previously distributed
Presentation
Chief Bordeleau stated that the 2013 budget, as it was tabled, is before the Board for approval. Ottawa Police staff have been attending consultation meetings held by the City to listen to residents’ comments on the budget and to respond to questions they may have; no significant questions or concerns were raised.
In closing the Chief stated that first and foremost, this budget allows the Service to maintain the high quality of policing services that citizens expect, within the Board’s directed target. He then called upon Director General D. Frazer to take the Board through a short presentation. (A copy of the presentation will be kept on file with the Board’s Executive Director.)
Chair El-Chantiry thanked the Chief, Director General Frazer and staff for all they have done to ensure the budget increase remained at 2.5%.
Public Delegations
a) Mr. I. Ralston, a member of the community, stated that numerous useless calls for service to his neighbourhood had been made and he believed there was a better way to use officers’ time. He also wanted to know why police were asking for a budget increase of 2.5%, which is more than double Ottawa’s inflation rate.
Member Watson stated he has attended many of the public meetings that have been held by the City. He wanted to thank the Police Service and City staff for their heightened sense of cooperation, which has ensured the community continues to receive the high quality of service they have come to expect. He congratulated Chief Bordeleau on his first budget.

3. 700 MHz BROADBAND FOR PUBLIC SAFETY USE

That the Ottawa Police Services Board write to the Federal Minister of Industry and copy the Prime Minister, the Minister of Public Safety and the Minister of Finance, expressing support for the designation of an additional 10 MHz in the 700MHz (D block) broadband spectrum for use by public safety agencies.

4. AMENDMENT TO BOARD POLICY ON CHILD PORNOGRAPHY

Member Doyle stated that earlier today the Ministry of Community Safety & Correctional Services advised of another small amendment to Ministry Standard LE-036 (Board Policy LE-036); the Board was asked to approve the following amendment:

That the definition of “Child Luring” in Board Policy LE-036 be amended by replacing the word “computers” with “telecommunications systems”.
