NEW APPOINTMENT OF SPECIAL CONSTABLE –

OTTAWA POLICE SERVICE

 

 

 

 

 

 

RECOMMENDATION

 

That the Ottawa Police Services Board approve the appointment of Kevin Putinski as Special Constable pursuant to Section 53 of the Police Services Act, in accordance with the terms and conditions set forth in the attached Approval of Appointment form.

 

BACKGROUND

 

This individual has recently been appointed to the position of Special Constable assigned to the Court Security Section of the Ottawa Police Service.  To ensure that this employee can carry out his assigned duties, application is made to the Ministry of Community Safety and Correctional Services to have him appointed as a Special Constable pursuant to Section 53 of the Police Services Act.  The Police Services Board appoints the employee as a Special Constable upon approval by the Ministry for a five year period or until the appointee is no longer in the employ of the Ottawa Police Service.  Upon the termination of his employment, the OPS advises the Ministry to terminate the appointment.

 

DISCUSSION

 

The Board is being asked to approve this Special Constable appointment in accordance with the above noted process. 

 

His responsibilities include the transportation and custody of prisoners being moved between detention facilities and other locations such as the Courthouse; providing security at premises or places occupied or utilized as courts; maintaining security at the Courthouse, cellblock, and other Ottawa Police Service detention facilities.

 

Approval has been obtained from the Ministry of Community Safety and Correctional Services for his appointment as a Special Constable.  Pursuant to Section 53 of the Police Services Act, upon receipt of the Board appointment of his status, the employee will be required to undertake the Oath of Office by the Chief of Police.

CONCLUSION

 

The appointment of Special Constable status is required in order for an employee working in our Court Security area to continue to undertake the full duties and responsibilities assigned to him as a Special Constable with the Ottawa Police Service.
