SUBJECT/OBJET CULTURAL WINE & FOOD SHOW FUNDRAISING EVENT IN SUPPORT OF THOMAS G. FLANAGAN, S.C. SCHOLARSHIP
RECOMMENDATION
That the Ottawa Police Services Board approve funding for one table at the Cultural Wine and Food Show Fundraising event being held on 20 February 2013 at the Ottawa Police Association, at a cost of $500.
BACKGROUND
Every year, since 1993, the Ottawa Police Services Board and the Ottawa Police Service have collaborated to provide the Thomas G. Flanagan S.C. Scholarship Award as a means to assist racialized and Aboriginal women who have expressed an interest in a policing career.
The scholarship provides an annual monetary award of $1500, which is subsequently forwarded to an accredited educational institution in the name of the successful candidate who has met the compulsory criteria and has been recommended by the selection committee, in the given year. The process is already underway, and the deadline for application is the last day in February 2013.
In today’s economic climate, and in order to maintain the intent of the scholarship, it has become necessary to find ways to augment the initial endowment. One such initiative will be a ‘Cultural Wine and Food Show’ that will be hosted by the Ottawa Police Service on 20 February 2013 at the Ottawa Police Association building on Catherine Street.
BOARD POLICY
The Board’s Discretionary Fund Policy sets out four categories for priority funding, one of which is Community Relations through Involvement with Police-Related Organizations. This category of funding is intended to enable the Board to purchase tickets or contribute donations to fundraising events. The attendance and participation of Board members at fundraising events that support the vision and mission of the Ottawa Police Service serves to demonstrate the Board’s support, goodwill and community involvement.

FINANCIAL STATEMENT
Discretionary funds in the amount of $30,000 have been included in the Board’s 2013 draft budget. Of this amount, $17,000 is pre-committed or earmarked - $10,000 for the Street Ambassador Program and $7,000 for the Police Association scholarship fund, leaving $13,000 for all other requests. This request for funding would come from the 2013 Police Services Board budget, which has yet to be approved. Approval of the request would therefore represent a pre-commitment against the 2013 Budget.
