ROCKCLIFFE COMMUNITY POLICE CENTRE LEASE RENEWAL

That the Ottawa Police Services Board approve the renewal of a lease for the Rockcliffe Community Police Centre effective September 1, 2012 to August 31, 2014, at a cost of $11,281.20 in the first year, inclusive of tax and utilities.
The Rockcliffe Community Police Centre (CPC) located at 360 Springfield Road occupies approximately 1,185 square feet of space. It has been used by the OPS as a CPC since December 20, 1996. The CPC is well accepted within the community with strong support from its volunteer base. The building is owned by the Ottawa Carleton District School Board. The interior ground floor premises suit the operations of the CPC. The premises are shared with the City of Ottawa Parks, Recreation and Cultural Services Department.
DISCUSSION
The current lease expired August 31, 2012. The School Board proposed a two-year term to start September 1, 2012. The lease contains a clause permitting either party to terminate with 90 days’ notice. The lease also contains an option to renew for an additional two years.
Negotiations with the School Board have now concluded. The current lease has an annual cost of $10,960.92. The School Board has proposed an increase of 2.9% to $11,281.20 for the first year of the new lease. Property taxes and utilities are included in the rent. The 2nd year of the lease is subject to increases in utilities and costs based on the Consumer Price Index (CPI) for the Ottawa Region.
PUBLIC CONSULTATION
As this was a lease renewal there was no public consultation.
FINANCIAL STATEMENT
The lease cost for the first year of the new lease is $11,281.20. The 2nd year of the lease is subject to increases in utilities and costs based on the Consumer Price Index (CPI) for the Ottawa Region.
In 2012, funding of $12,000 has been budgeted within Cost Centre #124305 to support leasing costs for the Rockcliffe CPC as shown below. For 2013 an amount of $12,000 has been identified, for Board consideration, in the Ottawa Police Service “2013 Draft Operating Budget”.

CONCLUSION
The CPC located at 360 Springfield Road supports the delivery of community based policing initiatives in this area. The approval of the lease will provide an affordable base for this aspect of police operations.
