CEREMONIAL ACTIVITIES / ANNOUNCEMENTS

 

 

a)    SWEARING-IN OF DEPUTY CHIEF E. KEELEY

 

 

Chair E. El-Chantiry introduced Mr. Rick O’Connor, City Solicitor & Clerk and invited him to administer the Oath of Office to Deputy Chief Ed Keeley.  On behalf of the Board, Chair El-Chantiry congratulated D/C Keeley and wished him much success.

 

D/C Keeley thanked his family and friends for their continued support.

 

b)    OFFICE OF THE INDEPENDENT POLICE REVIEW DIRECTOR

 

 

Chair El-Chantiry welcomed Mr. G. McNeilly, Director, and Mr. R. Beatty, Regional Outreach and Education Advisor, from the Office of the Independent Police Review Director (OIPRD.  Mr. McNeilly was in Ottawa to lead a special presentation about the police complaints process later in the evening.

1.         CHIEF’S VERBAL REPORT

 

 

Chief Bordeleau reported on the following items:

Constable Eric Czapnik Street Naming

Member Watson was moved by the ceremony that was held for the Eric Czapnik street naming, saying every aspect of it was tasteful and dignified.  He asked that the Chief pass along his congratulations to those involved for creating a truly impressive way to honour a man that gave the ultimate sacrifice.

2.         COLLISION REPORTING CENTRES

Chief’s report dated 24 September 2012

 

 

Chief Bordeleau explained that the purpose of this report and presentation was to inform the Board of the plan to transform the current collision reporting process by improving customer service, reducing report processing effort, generating internal staffing efficiencies and increasing cost recovery on the distribution of collision reports.  Through the implementation of new technology and the introduction of enhanced Collision Reporting Centres (CRCs) to process 70% of collisions, these goals will be achieved.  The new approach is expected to realize $1.5 million of internal savings as well as improve cost recovery by $1.4 million.

 

The review of this police function has been undertaken as part of the OPS Service Initiative (SI) in order to identify efficiencies and build capacity within the OPS.  The implementation of the CRC project represents a more effective way to deal with non-injury, non-criminal, non-public property damage collisions.  It is an example of the kind of transformative projects that will be sponsored through SI. 

 

Chief Bordeleau introduced Acting Inspector S. McLaren, who walked Board members through a presentation that covered many aspects of the project, including:  the current state of the process; the future vision of Collision Reporting Centres; fee structure and pricing; and service improvements. 

 

Chair El-Chantiry congratulated A/Insp. McLaren and everyone involved in this project on a job well done.  Member Jensen echoed the Chair’s comments.

 

That the Ottawa Police Services Board:

 

1.     Approve the proposed fees outlined in the Fee Structure section of this report.

 

2.     Approve the contract for the Automated Purchase Program (APP) (Annex A).

 

3.     Delegate authority to the Chief of Police to enter into APP contracts with insurance companies.

3.         POLICE OFFICERS RECRUITMENT FUND

Member Watson suggested that the resolution also be sent to local Members of Parliament, indicating appreciation for what they have done, but noting terminating this program will leave many police services with a budget shortfall. 

 

Member Jensen suggested adding, as a friendly amendment, that a copy of the Chair’s letter also be sent to the Minister of Public Safety and Senator White.  Member Watson accepted the friendly amendment.

That the Ottawa Police Services Board send this resolution and a letter from the Chair to all Ottawa Members of Parliament, the Federal Minister of Public Safety and Senator White.

Board members then voted on the amended recommendation:

 

WHEREAS the Ottawa Police Service has received $700,000 in each of the last five years through the Province as part of the Federal Government’s Police Officers Recruitment Fund (PORF) program; and

 

WHEREAS the Ottawa Police Service has contributed $300,000 each year for a total of $1 million to support the funding of 10 officers; and

 

WHEREAS the Federal Government’s commitment to fund PORF will end on March 31, 2013, creating a $700,000 budget pressure for the Ottawa Police Service; and

 

WHEREAS the termination of the PORF program will cause financial difficulties for many police services in Ontario;

 

THEREFORE BE IT RESOLVED that the Ottawa Police Services Board:

 

1.         Write to the Ontario Association of Police Services Boards and the Ontario Ministry of Community Safety & Correctional Services requesting their assistance in lobbying the Federal Government to fully fund the PORF program on a permanent basis.

2.         Send this resolution and a letter from the Chair to all Ottawa Members of Parliament, the Federal Minister of Public Safety and Senator White.

4.         ONTARIO PROVINCIAL POLICE AND FISCAL RESPONSIBILITY

Executive Director’s report dated 24 September 2012

 

 

Member Jensen suggested that the Minister of Government Services be included in the distribution list as they are involved in non-monetary negotiations with the OPP, and everything has a cost implication.

 

That the Ottawa Police Services Board write to Ontario Premier D. McGuinty, Minister of Community Safety & Correctional Services M. Meilleur, Progressive Conservative Leader T. Hudak, NDP Leader A. Horwath and the Minister of Government Services expressing the need to ensure fiscal responsibility in contract negotiations with the Ontario Provincial Police.

5.         2013 BUDGET DIRECTIONS AND TIMETABLE

Member Jensen suggested that the motion be amended to read “not to exceed a 2.5% tax rate increase, and to specify this is as directed by the Board.

That the Ottawa Police Services Board:

 

1.  Direct staff to prepare the 2013 Draft Operating and Capital Budgets in accordance with a tax rate increase not to exceed 2.5%, as directed by the Board.

 

2.  Approve the 2013 Budget Review and Approval Timetable.

6.         2012 BOARD PERFORMANCE EVALUATION

That the Ottawa Police Services Board approve the retention of B. Hume-Wright, Herne Co. to assist with the Board’s 2012 performance evaluation at a cost not to exceed $4,000 plus GST.

7.         OTTAWA POLICE GALA - FUNDRAISER IN SUPPORT OF THE YOUTH SERVICES BUREAU

That the Ottawa Police Services Board approve the purchase of a table at the Third Annual Ottawa Police Gala being held on October 20, 2012 at the Ottawa Convention Centre, at a cost of $1,500.
