ITEMS OF BUSINESS
1. CHIEF’S VERBAL REPORT
That the Ottawa Police Services Board receive this report for information.

2. COLLISION REPORTING CENTRES
That the Ottawa Police Services Board:
1. Approve the proposed fees outlined in the Fee Structure section of this report.
2. Approve the contract for the Automated Purchase Program (APP) (Annex A).
3. Delegate authority to the Chief of Police to enter into APP contracts with insurance companies.

3. POLICE OFFICERS RECRUITMENT FUND
WHEREAS the Ottawa Police Service has received $700,000 in each of the last five years through the Province as part of the Federal Government’s Police Officers Recruitment Fund (PORF) program; and
WHEREAS the Ottawa Police Service has contributed $300,000 each year for a total of $1 million to support the funding of 10 officers; and
WHEREAS the Federal Government’s commitment to fund PORF will end on March 31, 2013, creating a $700,000 budget pressure for the Ottawa Police Service; and
WHEREAS the termination of the PORF program will cause financial difficulties for many police services in Ontario;
THEREFORE BE IT RESOLVED that the Ottawa Police Services Board:
1. Write to the Ontario Association of Police Services Boards and the Ontario Ministry of Community Safety & Correctional Services requesting their assistance in lobbying the Federal Government to fully fund the PORF program on a permanent basis.
2. Send this resolution and a letter from the Chair to all Ottawa Members of Parliament, the Federal Minister of Public Safety and Senator White.

4. ONTARIO PROVINCIAL POLICE AND FISCAL RESPONSIBILITY
That the Ottawa Police Services Board write to Ontario Premier D. McGuinty, Minister of Community Safety & Correctional Services M. Meilleur, Progressive Conservative Leader T. Hudak, NDP Leader A. Horwath, and the Minister of Government Services expressing the need to ensure fiscal responsibility in contract negotiations with the Ontario Provincial Police.

5. 2013 BUDGET DIRECTIONS AND TIMETABLE
That the Ottawa Police Services Board:
1. Direct staff to prepare the 2013 Draft Operating and Capital Budgets in accordance with a tax rate increase not to exceed 2.5%, as directed by the Board.
2. Approve the 2013 Budget Review and Approval Timetable.

6. 2012 BOARD PERFORMANCE EVALUATION
That the Ottawa Police Services Board approve the retention of B. Hume-Wright, Herne Co. to assist with the Board’s 2012 performance evaluation at a cost not to exceed $4,000 plus GST.

7. OTTAWA POLICE GALA - FUNDRAISER IN SUPPORT OF THE YOUTH SERVICES BUREAU
That the Ottawa Police Services Board approve the purchase of a table at the Third Annual Ottawa Police Gala being held on October 20, 2012 at the Ottawa Convention Centre, at a cost of $1,500.

8. NEW APPOINTMENT OF SPECIAL CONSTABLE – RCMP
That the Ottawa Police Services Board approve the appointment of Stephane Ouellet as a Special Constable pursuant to Section 53 of the Police Services Act in accordance with the terms and conditions set forth in the attached Approval of Appointment form.

9. NEW APPOINTMENT OF SPECIAL CONSTABLES – OC TRANSPO
That the Ottawa Police Services Board approve the appointments of Brent Scott Hamilton and Blake Thomas Charles Virgin as OC Transpo Special Constables pursuant to Section 53 of the Police Services Act, in accordance with the terms and conditions set forth in the attached Approval of Appointment form.
